This article examines Poland's national potential and its international position within the European Union (EU) with respect to security issues. It presents research results based on a comparison of Poland's national potential as it relates to other EU countries, which is useful when evaluating Poland's power within the EU. The article also evaluates Poland's crisis potential, i.e. it identifies those factors that may potentially be treated as threats to national and regional security. Finally, it enables the identification of challenges to Poland's security in the second decade of the twenty-first century. The research is conducted according to a multidimensional comparative analysis, which is perceived by the author as the best available to measure a country's power despite its weaknesses. 相似文献

In the South China Sea, China neither implements power-maximizing policy nor engages a peaceful approach. Instead, China implements both coercion and cooperation in pursuing its strategic interest in the disputed area. How can we explain China’s paradoxical behavior? This article claims that the best way to explain China’s policy in the South China Sea is to understand the character of dualism in China’s strategic culture. Following constructivist theory that stresses culture, this article argues that Chinese duality approach in the South China Sea is rooted in the philosophy of Daoism. The symbol of Yin-Yang depicts Chinese assertive as well as cooperative behavior in dealing with the South China Sea dispute. Although from a normative perspective Daoism recognizes pacifism and non-violent behavior, the most important feature of Daoism is the assumption that reality consists of two opposing elements that are mutually embedded. 相似文献

ABSTRACTThe practice of dispatching teams of police advisors to other states to build or train foreign security forces began at the end of the nineteenth century, yet there exists no definitive history of the practice, or any definitive theoretical approach underpinning why such missions succeed or fail. ABSTRACTInternational Organisations (IOs) are crucial actors in spearheading the global adoption of anti-money-laundering (AML) legislation. However, the extent to which AML legislation has been implemented in Zimbabwe under the aegis of the Financial Action Task Force (FATF) and East Africa and Southern Africa Money Laundering Group (ESSAMALG) may put the efficacy of legislation passed at the behest of IOs into question. This article suggests that glocalisation may enhance the international fight against money-laundering.
