What organisational attributes enhance a military’s ability to effectively adapt on the battlefield? Upon the outbreak of war in July 2014 between Israel and the Palestinian militant group Hamas, the Israel Defense Forces (IDF) encountered an expansive network of tunnels from which Hamas was launching large-scale assaults into Israel. This article illustrates that the IDF’s ability to successfully adapt ‘under fire’ to this battlefield surprise was facilitated by several important attributes related to its organisational learning capacity: a dynamic, action-oriented organisational culture, a flexible leadership and command style, specialised commando units which acted as ‘incubators’ for learning and innovation, and a formal system to institutionalise and disseminate lessons learned. 相似文献

ABSTRACT This paper examines the career of one of the most notable of Chinese state officials in the mid-nineteenth century, General Zuo Zongtang (1812–1885) at a time when the Qing Empire was beset by enemies on all sides along with the massive Taiping Rebellion (1851–65). The paper explores how Zuo created a coherent and flexible counter-insurgency doctrine that underpinned his suppression of the Taipings, the Nian, Muslim rebels of the northwest and the defeat of a massive Sufi revolt in Central Asia. The paper also shows how Zuo helped convince the Russians to return territory they occupied in Central Asia, thereby preserving the territorial integrity of the Qing Empire in the region. 相似文献

In the mid-2000s, the United States Army was embroiled in counterinsurgency missions in Iraq and Afghanistan that required deeper understanding of local social systems. The Army turned to systems thinking and design thinking to model and understand the world, define problems, and develop approaches to strategic and operational challenges. However, the Army’s approach as expressed in publications and doctrine encourages the development of complicated, unsupported, and unfalsifiable hypotheses. The post-Cold War era has witnessed the rapid expansion of organisational learning initiatives within NATO militaries, especially formal “lessons-learned” processes. The effectiveness of national lessons-learned processes in recalibrating military activity to the demands of ongoing operations has been highly-differentiated. However, the academic literature on military change and practitioner guidance has been slow to investigate the key features of best-practice in military learning. This article breaks new ground by drawing upon the literature on dynamic organisational capabilities to explore the fundamental organisational processes and activities which are necessary to implement successful lessons-learned. It examines, in particular, the organisational features which facilitate “knowledge transformation”: the effective combination of new knowledge gained from intra- and inter-organisational learning with existing organisational knowledge. The article concludes by highlighting several potential future empirical and theoretical research agendas in military learning and the importance of engagement between lessons-learned practitioners and organisational learning scholars. 相似文献

Once dismissed by many outside observers, the Chinese People’s Liberation Army Air Force (PLAAF) has undergone an impressive transformation over the past two decades, emerging as one of the world’s premier air forces. As it continues to modernize, it is focused on becoming a ‘strategic air force.’ PLAAF strategists suggest this means it should play a decisive role in protecting Chinese national interests, field modern capabilities commensurate with China’s standing as a major power, and enjoy the institutional status befitting its role as a ‘strategic service,’ an important consideration given the historical dominance of the ground force in China’s military. 相似文献

This paper is a survey of Angola’s defence sector and policy from 1992, the year the civil war ended, to 2012. Angola achieved its independence upon the Popular Movement for the Liberation of Angola (MPLA) defeating National Union for the Total Independence of Angola. Since then, fuelled by its rich natural resources, the country has grown steadily. The MPLA military forces were a central factor behind independence and maintain their central role to this day. Moreover, Angola’s support for African peace with monitoring military missions is a clear indication that the country aims to intervene in African security and military issues, with its military capabilities funded by oil revenues. 相似文献

The article analyses the Spanish military transformation. This process started in 2004 as a means to adapt the force structure, organization and capabilities of the Spanish military to meet present and future threats in compliance with NATO’s initiatives, thus ensuring the continuity of the equipment modernization, professionalization and the adjustment of the country’s defence architecture to the post-cold war environment. A decade later, although transformation is still a priority for the Ministry of Defence, limited political will, a lack of strategic guidance, poor resource management and the effects of the economic crisis are compromising its development. Trust in institutions is an important issue of political science and sociology. This article contributes to the discussion by exploring public trust in the military at the global, regional and national levels, and the causes of trust and distrust in the military. Analyses of public opinion data reveal that the military is a highly trusted social institution across the world. In Slovenia, the trust in the military is high as well; however, it is lower than international data would suggest, averaging at 50%. Against this background, the article focuses on the causes of trust. The original empirical survey was accomplished and shows that the most significant causes of a high level of trust in the military are its frequent and successful involvement in disaster relief, its professional qualifications and high performance, as well as its national defense role. This article shows under which circumstances fraudulent accreditation can occur in Brazilian military hospitals, calling attention to the tone at the top as a critical aspect of military fraud deterrence – and hence as a critical aspect of this branch of military ethics. The problems allegedly found in Brazilian military health institutions were revealed through in-depth interviews conducted with 29 professionals who reported to work or have worked in a Brazilian military hospital. These fraud allegations were mostly associated with false documentation and procedures designed to give the appearance that legal requirements for accreditation were met and could be traced back to a weak or corrupt “tone at the top” coming from military higher ranks. 相似文献
