ABSTRACTThis paper challenges recent claims that competitive market dynamics incentivize Private Military and Security Companies (PMSCs) to fully commit to providing effective services, thereby reducing the duration of civil war. Our assessment of a most-likely case scenario for this argument – Sierra Leone – reveals four critical problems. First, there is rarely direct competition, even if numerous companies are present. Second, the presence of multiple PMSCs usually represents a collaboration among subsidiaries providing distinct services, often under the same corporate umbrella. Third, data aggregation obfuscates the overlap of PMSC presence, inflating the amount of perceived competition. The issue that this paper tackles is the assessment of the relative security benefits that Cyprus and Greece derive in the context of their cooperation on defence matters. This form of cooperation, known as the ‘Integrated Defence Space Doctrine’, aims at defending their interests in the Aegean Sea and the broader East Mediterranean theatre. The paper relies heavily on earlier research on this topic, which deals with the Greek–Cypriot alliance facing an arms race against Turkey, and uses a coefficient especially designed to assess the optimal levels of security and the associated defence expenditure of the two allies. A comparison of the relative security coefficient values for the two allies suggests that the security benefit that Greece derives thanks to its alliance with Cyprus exceeds the corresponding Cypriot benefit by far. Given the importance assigned to human resources by this index, in conjunction with the demographic problems of Greece, this conclusion justifies the recent Greek defence policy revision, emphasizing quality, capital equipment and flexibility of forces. The Carnation Revolution on 25 April 1974 toppled the authoritarian regime in Lisbon. It is fallacious to conclude, however, that the 1974 coup d’état signaled Portugal's defeat in the Colonial War. The status of each conflict on the eve of the Carnation Revolution varied, and it was by no means inevitable that Portugal would have been defeated in all three theatres had the coup not occurred. This brief research note therefore advances a novel approach to examining the Colonial War by assessing the outcomes prior to the 1974 coup. In particular, the author proposes that Portugal achieved military victory in Angola and Mozambique, but was defeated in Guinea-Bissau. 相似文献

The article discusses processes of “religionization” within the institutional identity and ethos of the Israel Defense Forces (IDF) and the connection of these processes with the significant structural changes the IDF has undergone in recent decades. The main argument presented is that since the late 1980s, the IDF has been in a culture conflict, torn between soldiers and civilians who advocate turning the IDF into a professional army “military professionalization,” and others who wish to preserve, and even strengthen, the “people's army” model. The present article shows that the meaning of the term “people” in this phrase has shifted to refer strictly to the Jewish people, and that a national-ethnic perception strongly influenced by religious-national ideology has been adopted. 相似文献

After the fall of the Taliban regime in 2001, several thousand Afghan Taliban forces fled across the border to Pakistan, and the area became a safe haven for Afghan insurgents. In 2014, the transnational dimension of the insurgency is still highly prominent. Although regional support for insurgents is not uncommon, how to counter this aspect is mostly ignored in counterinsurgency (COIN) theory and doctrines. In this article, a regional counterinsurgency framework is developed, using the regional counterinsurgency efforts in Afghanistan as an example. The Biological and Toxin Weapons Convention (BTWC) underpins the international regime to control biological weapons. The strength of the treaty however relies on national implementation. The first step for many states party to the Convention is drafting appropriate national laws and regulations. So far, 32 countries in Africa are signatory to the BTWC. More recently, in 2004, the United Nations Security Council adopted resolution 1540, which requires all UN Member States to put in place legislation to prevent the illicit trafficking of material that could be used to develop weapons of mass destruction. The decline in military spending that began in the mid‐1980s continued through 1995, and this decline was widespread both geographically and by level of development. Cuts in military spending appear to have potentially important implications for non‐military spending and fiscal adjustment. In contrast to findings for previous periods, military spending has declined more than proportionately in those countries that have reduced total spending. Countries with Fund programs have reduced military spending more sharply than other developing countries, largely reflecting outcomes in the transition economies. Further, military spending appears to have been less resilient in program countries than other developing countries. 相似文献

Washington's growing reliance upon international private security companies (PSCs) will lead to these firms becoming prominent vehicles in the prosecution of the counterinsurgency in Iraq. This shift, however, risks labeling PSCs as mercenaries and presents considerable challenges regarding the control of non-state violence. Moreover, tradeoffs exist regarding the different nationalities of PSC personnel. Utilization of personnel from the developed world risks compromising the capabilities of Special Operations Forces. Additionally, shifts in casualty recognition amongst US policymakers and the media suggest that the private option is becoming politically salient and thus less useful. Many developing world states are increasingly concerned about how the global outsourcing of security sector expertise risks their stability and ability to execute coherent policy. Finally, the employment of Iraqis in PSCs sends mixed messages to the Iraqi populace about the need for and the effectiveness of a cohesive and responsible indigenous security sector.
