Recently, Finland and Sweden decided to substantially deepen their defence cooperation and this project involves creating a bilateral standing Naval Task Group (SFNTG). The present article aims at examining the deepening naval cooperation between Finland and Sweden from a regional integration perspective, focusing on its motives, current challenges and future prospects. Driven by perceptions of common challenges and desires for cost-effectiveness, and strengthened by recent successes on sea surveillance and a combined Amphibious Task Unit, the bilateral project has considerable potential to achieve success. To fulfil its objectives, substantial legal changes in both countries are required to allow the use of force on each other’s territorial waters. To cater for the requirement of not conflicting with EU, NORDEFCO or NATO cooperations, the bilateral Task Group must operate according to NATO standards and by using English as the language in command and control. The costs of adjusting the naval units to NATO’s technical requirements are far from negligible and this issue still remains to be solved. If Finland and Sweden manage to incorporate new policies, common structures and common organisational norms among their navies, an even deeper integration, as in Belgium and the Netherlands, are conceivable.

Using hitherto largely unexplored governmental archives from London and Dublin, this article focuses on the security challenges arising from the existence of the land frontier between the Republic of Ireland and Northern Ireland and the significance of issues of cross-border security cooperation for Anglo-Irish relations from the beginning of the Troubles until the Anglo-Irish Agreement in 1985. It argues that the relatively safe haven of the Republic was essential to the longevity of the IRA's campaign and that successive Irish governments exploited British security concerns to expand their political influence on Northern Ireland.

As many states in the Middle East are considering whether to embark on nuclear power programs, there is an urgent need to develop confidence-building measures to reassure states in the region that the programs are peaceful. One possible path would be to consider multilateral approaches to the fuel cycle in order to foster nuclear cooperation between states in the region, instead of each state going it alone, which would likely increase suspicions and the risk of a cascade of nuclear proliferation. With its policy of “zero problems with neighbors,” strategic connection to the West, and long-standing experience in the nuclear field, Turkey would be well-placed to take the lead on such a nuclear confidence-building agenda. Over time and under the right political conditions, Turkey could initiate or participate in measures including cooperation on nuclear education, safety and security, research and development, and joint fuel cycle facilities such as a regional fuel fabrication center.

In January 2004 U.S. President George W. Bush and Indian Prime Minister Atal Behari Vajpayee announced the Next Steps in Strategic Partnership (NSSP), a bilateral initiative to expand cooperation in the areas of civilian space activities, civilian nuclear programs, and high-technology trade and to expand discussions on missile defense. Today, India and the United States view the NSSP initiative as a tool to transfer high-technology items to India without compromising U.S. nonproliferation goals. The success of this proposal depends on U.S. efforts to modify its nonproliferation regulations and India's efforts to implement stringent regulations to control the flow of sensitive technologies within its borders. This report examines the Indo-U.S. NSSP initiative and associated agreements, discusses the set of reciprocal steps agreed upon by India and the United States, reviews the extent of technology transfer permissible under existing U.S. nonproliferation regulations, and presents some preliminary conclusions on the NSSP agreement.
