Defining quantitative criteria for the physical protection system effectiveness of nuclear facilities

The article is devoted to problems of defining quantitative criteria for the physical protection system (PPS) effectiveness of nuclear facilities. The article briefly describes the scheme of the PPS development used in the nuclear industry in Russia, gives a review of existing approaches to defining the minimal acceptable value of the system's effectiveness, and reveals advantages and disadvantages of the approaches. The article describes in detail an approach based on facility categorization by potential losses and a technique of defining the minimal acceptable value of the PPS effectiveness developed on its base.

计算机网络攻击效果评估技术是信息系统安全评估中一个重要而具有挑战性的课题。目前 ,相关的理论尚不成熟 ,有关的研究报道较少。简要总结了当前已经存在的主要信息安全的评估方法 ,在此基础上 ,从便于实际度量和计算的角度出发 ,提出了基于网络信息熵的评估技术、基于系统安全层次分析的安全评估框架和基于指标分析的网络攻击效果综合评估技术等三种评估模型 ,并分析了各自在使用中应注意的问题     

Security gradient and national defense – the optimal choice between a draft army and a professional army

The earlier work on the optimal design of the national security has focused on the opportunity cost of the draft in terms of foregone human capital formation. The current paper introduces the national security into the welfare analysis missing from the earlier work. This creates a trade-off between the private goods and the security as a public good in the social cost–benefit analysis. There are three major results. First, and arising from the intergenerational interaction, it is optimal to introduce a pay to the young generation when in duty even by resorting to a distortive tax. Second, when optimizing the size of the army, the optimal choice between the draft army and the professional army depends on the risk class of the country. A security gradient arises. Third, the choice is linked to the size and the quality of the reserve generated by the two approaches.     

基于置信椭球的V/M故障检测与隔离算法改进

动态系统的故障诊断技术在组合导航系统中有着重要意义.首先介绍了一类经典状态一致性故障检测/隔离方法-Kerr的基于置信椭球的V/M处理方法的原理与处理过程.Kerr的V/M方法以偏差方向的累计和进行隔离判断,可能发生两种情况下的隔离模糊问题.为此,对Kerr的经典V/M算法进行了改造,在其投票函数中采用偏差距离的累计代替偏差方向的累计,使得故障隔离的敏感性大幅度增加,解决了经典V/M算法在实用中存在的第一种情况下的隔离模糊问题.采用算例证明了新方法的有效性.     

社区消防管理模式存在问题分析

社区消防管理模式的产生对于提高消防意识,推行社区自身消防保障,减轻消防部队和政府财政压力发挥了重要的作用,但自身发展中将面临消防安全有效供给不足的问题。运用纳什均衡模型和帕累托最优模型比较分析了社区消防安全效益,说明了消防安全有效供给不足的原因,并提出相关建议。

随着科技的发展和进步,世界各国越来越认识到空间天气的重要性,并对空间天气效应展开深入的理论和实践探索。我国也加快空间天气领域的研究进程,并取得了一定成就。本文系统介绍了空间天气的定义与发展历程,运用总体国家安全观的方法,从国土安全、军事安全、经济安全与核安全等角度分析了灾害性空间天气对国家安全的影响。在对国内外空间天气研究现状和发展趋势分析的基础上,针对灾害性空间天气的国家安全影响提出了政策性建议。
