Designing rewards-based crowdfunding campaigns for strategic (but distracted) contributors

In rewards-based crowdfunding, entrepreneurs solicit donations from a large number of individual contributors. If total donations exceed a prespecified funding target, the entrepreneur distributes nonmonetary rewards to contributors; otherwise, their donations are refunded. We study how to design such campaigns when contributors choose not just whether to contribute, but also when to contribute. We show that strategic contribution behavior—when contributors intentionally delay until campaign success is likely—can arise from the combination of nonrefundable (potentially very small) hassle costs and the risk of campaign failure, and can explain pledging patterns commonly observed in crowdfunding. Furthermore, such delays do not hurt the entrepreneur if contributors are perfectly rational, but they do if contributors are distracted, that is, if they might fail to return to the campaign after an intentional delay. To mitigate this, we find that an entrepreneur can use a simple menu of rewards with a fixed number of units sold at a low price, and an unlimited number sold at a higher price; this segments contributors over time based on the information they observe upon arrival. We show that, despite its simplicity, such a menu performs well compared to a theoretically optimal menu consisting of an infinite number of different rewards and price levels under many conditions.

The art of net assessment and uncovering foreign military innovations: Learning from Andrew W. Marshall’s legacy

ABSTRACT

Andrew W. Marshall, who shaped the way in which contemporary international security experts think about strategy, has been mostly associated with the invention of net assessment. The intellectual sources of this analytical technique, and of the related competitive strategies concept, could be traced to Marshall’s efforts to uncover Soviet post-World War II defense transformations. This article outlines the essence of these Soviet innovations – the empirical frame of reference that inspired Marshall. It provides a new perspective on the history of the net-assessment methodology, advances the debate within strategic studies over the nature of military innovations, and offers insights for experts examining defense transformations worldwide.

When are strategic narratives effective? The shaping of political discourse through the interaction between political myths and strategic narratives

Most research on strategic narratives has explored their creation, and their interaction with other elements of national power in the conduct of foreign policy. Yet, the issue of how the targeted political communities receive those strategic narratives, and thus how those narratives are likely to have a political impact, is understudied. This article argues that in order to understand the ways strategic narrative are received within a political community, political myths must be taken into account. It introduces a typology of political myths based on their degree of universality and their degree of coherence with other myths, and shows how those factors influence the reception of strategic narratives. These mechanisms are illustrated through a study of the reception of the Russian strategic narrative in France. This approach offers opportunities to assess the differentiated impact strategic narratives have on political communities.     

Collective security and strategic instability in the digital domain

The lack or erosion of norms and risky practices and behaviors could lead to greater uncertainty and thus greater instability. Set against a context of renewed competition between great powers, these developments are also tied to the strategic structure of cyberspace. The French defense policy has been considered unique among western countries. This policy relies on the concept of ‘strategic autonomy’, which is based on nuclear deterrence, autonomy of action, independence of defense industry, and arms exports. From an economic perspective, it implies major consequences both at the macroeconomic and microeconomic levels. Given its importance, it is crucial to use economic expertise to provide insights on defense policy.     

Acrimony,asymmetry, and the Sino-Indian nuclear relationship

ABSTRACT

While most contemporary analyses of South Asian nuclear dynamics acknowledge the presence of a strategic triangle between the region’s three nuclear players, the primary focus usually remains on the rivalry between India and Pakistan. Discussions of Sino-Indian relations remain limited. This is likely attributed to the stability in the two countries’ relations, yet it is worth asking why this stability exists and whether it is likely to continue in the future. Although China and India have an acrimonious relationship, their asymmetric nuclear capabilities and threat perceptions mitigate the danger of a traditional security dilemma. India may perceive China’s nuclear aggrandizement to be a security threat, but the same is not true of China, which has a vastly superior nuclear force and is largely shaping its nuclear-force structure in response to the threat it perceives from the United States. This dynamic makes a serious conventional or nuclear conflict highly unlikely.
