This paper presents a game‐theoretic model of suicide terrorism containing three agents: the terrorist leader; a targeted government; and potential terrorist supporters. Supporters join the terrorist group if they gain more from their participation than from their economic opportunities. Preemptive measures by the government can result in a backlash that encourages recruitment through new grievances. Suicide attacks can also lead to recruitment. Increases in preemption costs and/or economic opportunities can reduce the overall level of terrorism, while increasing the proportion of suicide to normal attacks. An increase in the effect of preemption on recruitment, or the propaganda effect of suicide bombings has the opposite effect of increasing normal and suicide attacks, but decreasing the proportion of suicide to normal attacks in the terrorist organization’s strategy profile.  相似文献

Famous cultural monuments are often regarded as unique icons, making them an attractive target for terrorists. Despite huge military and police outlays, terrorist attacks on important monuments can hardly be avoided. We argue that an effective strategy to discourage terrorist attacks on iconic monuments is for a government to show a firm commitment to swift reconstruction. Using a simple game‐theoretic model, we demonstrate how a credible claim to rebuild any destroyed cultural monument discourages terrorist attacks by altering the terrorists' expectations and by increasing the government's reputation costs if they fail to rebuild.  相似文献

This paper presents an empirical analysis of what drives congressional legislation on terrorism during the period 1995 to 2010. We utilize and augment current methodology to compile and analyze data on sponsorship and cosponsorship of terrorism related data. Our results on the sources of legislation on terrorism are largely in line with past examinations of the importance of committee membership and leadership, party majority-ship, and other political factors. Further, we find that the most significant and robust drive for legislation on terrorism is the September 11th attacks. And while the impact of 9/11 affected legislative productivity everywhere, we find that it most significantly affected states surrounding New York and Washington D.C. Our results indicate that the economy may be one factor motivating politicians to legislate on terrorism; however, these results are not robust.  相似文献

The basic narrative of bargaining theory predicts that, all else equal, anarchy favors concessions to challengers who demonstrate the will and ability to escalate against defenders. For this reason, post-9/11 political science research explained terrorism as rational strategic behavior for non-state challengers to induce government compliance given their constraints. Over the past decade, however, empirical research has consistently found that neither escalating to terrorism nor with terrorism helps non-state actors to achieve their demands. In fact, escalating to terrorism or with terrorism increases the odds that target countries will dig in their political heels, depriving the non-state challengers of their given preferences. These empirical findings across disciplines, methodologies, as well as salient global events raise important research questions, with implications for counterterrorism strategy.  相似文献

This study models the structural sources of variation in the use of selective (discriminate) repression within 89 civil wars fought between 1981 and 2005. The severity of repressive violence is modeled as a function of the amount of territory being contested by the insurgents. This idea is operationalized using measures of the location, size, and density of insurgency violence. The analysis finds evidence that the repressive behavior of both governments and rebel groups is linked to conflict geography. Governments violate physical integrity rights more frequently and kill more civilians the greater the overall amount of territory under contestation. Rebels kill more civilians in highly dispersed insurgencies that lack a clear epicenter.  相似文献

Several studies have investigated whether the terrorist attacks of September 11, 2001, have had an ongoing or merely transitory effect on US trade in tourism. All conclude in favor of the latter. However, limitations in either the data and/or methodology employed by these studies give cause to query their findings. The present study avoids these limitations and finds strong evidence that, once other factors are held constant, real US exports and imports of tourism have both remained significantly below their pre‐2001 level.  相似文献

The prospect of terrorists deploying weapons of mass destruction (WMD) is often referred to as the foremost danger to American national security. This danger has become more realistic because of al-Qaeda's expanding global network and the expressed willingness to kill thousands of civilians. In the past four years, numerous media reports have documented the group's ongoing quest for WMD capabilities; many reports have detailed al-Qaeda members’ attempts to manufacture or obtain certain chemical, biological, radiological, and nuclear (CBRN) agents to use in WMD against targets in the West and the Middle East. Yet the question remains: Does al-Qaeda's current WMD capability match its actual intent? While most studies of the group have focused on its explicit desire for WMD, allegations of CBRN acquisition, and the killing potential of specific CBRN agents, few open-source studies have closely examined the evolution of al-Qaeda's consideration of WMD and, most notably, the merit of actual CBRN production instructions as depicted and disseminated in the group's own literature and manuals. The following report will examine the history of al-Qaeda's interest in CBRN agents, the evolution of the network's attitude toward these weapons, and the internal debate within the organization concerning acquisition and use of WMD. More so, the following research will assess the validity of actual CBRN production instructions and capabilities as displayed and disseminated in al-Qaeda's own literature and websites.  相似文献

This article suggests that the War on Terrorism is actually a campaign against a globalized Islamist 1 1 In this article, the term ‘Islamist’ describes the extremist, radical form of political Islam practiced by some militant groups, as distinct from ‘Islamic’, which describes the religion of Islam, or ‘Muslim’, which describes those who follow the Islamic religion. In this article the term is used to refer primarily to Al Qaeda, its allies and affiliates. View all notes insurgency. Therefore, counterinsurgency approaches are more relevant to the present conflict than traditional terrorism theory. Indeed, a counterinsurgency approach would generate subtly, but substantially different, policy choices in prosecuting the war against Al Qaeda. Based on this analysis, the article proposes a strategy of ‘disaggregation’ that seeks to dismantle, or break, the links in the global jihad.2 2 This article uses the short form of the Islamic term jihad to mean ‘lesser jihad’ (armed struggle against unbelievers), rather than ‘greater jihad’ (jihad fi sabilillah), i.e. moral struggle for the righteousness of God. Abstract

Why do some small terrorist and guerrilla groups succeed in becoming full-blown insurgencies while many others fail? Proto-insurgencies face many difficulties in creating an insurgent movement: they must create a politically salient identity, harness a compelling cause, create an effective sanctuary, and defeat both violent and peaceful organizational rivals, all while evading the police and security services of the much more powerful state. Outside support is a mixed blessing for proto-insurgents. Often, the ultimate success of the proto-insurgency in becoming a full-blown insurgency depends on the mistakes of the government it opposes.  相似文献

This article argues that deterrence theory can be applied to counterterrorism. Doing so requires broadening the traditional concept of deterrence by punishment, expanding deterrence by denial to include defense, mitigation, and strategic hindrance, and developing deterrence by delegitimization to influence the political, ideological, and religious rationales informing terrorist behavior. In practice, deterring terrorism requires tailoring threats against state and individual facilitators, diffusing the intended consequences of terrorism, and manipulating terrorist self–restraints. When these and other deterrent leverages are applied simultaneously against various actors and processes involved in terrorism, coercion can be achieved.  相似文献
