云南边境地区毒品犯罪特点及对策

当前,云南边境地区毒品犯罪呈现出武装贩毒明显、特殊人群贩毒突出、境内外相互勾结、缅甸籍人员贩毒突出等特点.这源于人们对毒品犯罪的危害认识不足、宣传教育力度不够、受毒品高额利润驱动等原因.要提高打击毒品犯罪实效,必须采取加强综合冶理、完善法律制度、加强区域合作、加强情报调研工作、加大专项打击力度等措施.     

在求“变”中推进西南边防部队转型发展

西南边防部队驻防于我国西南边境地区,西起西藏自治区的日土县,东至广西壮族自治区的防城港市,担负着边防管控和边境防御作战等重要职能,在捍卫国家主权和安全中地位作用十分特殊。随着军队调整改革的深入落实,西南边防部队正处于转型重塑的关键时期,必须紧紧围绕新形势、新体制、新职能,着眼应急指挥、军事训练、边境管控、内外环境等关键要素和现实问题,在求"变"中推进创新发展,不断提升履职能力,切实为捍卫国家领土主权完整和维护边境稳定提供坚强保证。

公安边防部门取得刑事侦查权，是侦查体制改革的结果。但在边防管辖和查办案件的种类、边防海警刑事办案权的实现、边防检查站查获的刑事案件的管辖、公安边防部门侦查主体资格的完善等方面，还应继续改革．使边防部门刑事侦查机制不断完善。     

Interstate border disputes in Africa: Their resolution and implications for human rights and peace

Many researchers have focused on the role colonialism has played in causing interstate border disputes in Africa. Besides the colonial issue, this paper seeks to investigate what other factors fuel interstate border disputes in Africa and determine how effectively the disputes can be resolved. In recent decades, Africa has been tormented by and is still experiencing numerous interstate border disputes which have serious implications for the disputing states. Some of the disputes are resolved, but violations of human rights and instability still occur in these regions. By analysing the content of some relevant documents and with the use of interviews, this paper reveals that most disputing African states rely heavily on foreign intervention (especially by their erstwhile colonial masters) in the resolution of their disputes. It is argued that African leaders need to be more committed and exhibit better leadership in resolving their border disputes, and that they should always seek the expertise of African forums such as the African Union (AU) before calling for foreign intervention. It is suggested that African leaders and the AU understand the problems of Africans better than anyone else, and they are also the ones mostly greatly affected by these disputes. Thus, there needs to be more of a focus on addressing the root causes of disputes in order to avoid them resurfacing, rather than seeking to merely halt them.     

基于ForCES体系结构的IPv6路由器的研究与实现

分析了开放网络体系结构研究现状,并在ForCES体系框架下提出一个OpenRouter路由器结构模型,该模型由四个逻辑层次组成,三个标准的API对路由器进行功能模块化分离,使标准模块化路由器实现成为可能。在此基础上,重点介绍了遵从OpenRouter结构模型的IPv6路由器系统的实现及关键技术。     

增强路由器安全性的一种措施

路由器是军用电子信息系统的关键互联设备,提高路由器自身的安全性非常必要。首先对路由器涉及到的安全问题作了较为详细地分析,然后给出一种增强路由器安全性的技术措施。该措施重点处理终点包对路由器的威胁,将入侵检测模块与数据包过滤模块进行联动,通过入侵预防、入侵时的检测和响应、入侵后的快速分析与恢复等三个环节,提高路由器抗攻击的能力。最后探讨了该措施对路由器性能的影响。     

The long shadow of colonial cartography: Britain and the Sino-Indian war of 1962

ABSTRACT

This article examines British responses to the Sino-Indian border war of 1962. It illustrates how, in the years leading up to the war, Britain’s colonial legacy in the Indian subcontinent saw it drawn reluctantly into a territorial dispute between Asia’s two largest and most powerful nations. It analyses disagreements in Whitehall between the Foreign Office and Commonwealth Relations Office over the relative strength of India and China’s border claims, and assesses how these debates reshaped British regional policy. It argues that the border war was instrumental in transforming Britain’s post-colonial relationship with South Asia. Continuing to filter relations with India through an imperial prism proved unsatisfactory, what followed was a more pragmatic Indo-British association.

自由贸易区是自由经济区的一个功能类型。在中蒙边境二连浩特口岸 (对应口岸为扎门乌德 )地区辟建自由贸易区对中蒙双边经济合作将产生积极的影响 :跨边境的更广域范围内形成资源要素的最佳配置 ,提升中蒙边境经济乃至整个经济合作的内容和层次 ;提高对彼此的出口 ,积累各自所稀缺的资本技术及经验 ;大大刺激彼此为对象的直接投资 ;为边境区域经济发展创建一个“增长极” ,改善双边合作的经济环境 ,从而扩展两国经济合作的空间。
