群体性事件情报预警困境的博弈分析

在公安边防部门辖区内，群体性事件时有发生，成为影响辖区治安的主要因素。如何基于所掌握的情报，找出一种科学合理的情报分析方法成为边防部门亟待解决的问题。从博弈论的角度，建立模型，用数学方法进行求解，对公安边防部门与群体性事件的策动者进行博弈分析。     

当代西方城市安全观念变迁

城市安全问题伴随着城市的产生而出现,近年来随着城市化进程在全球范围迅猛推进,城市安全问题显得尤为重要与紧迫。资本、人口向城市大量集聚,城市物质空间结构和城市社会结构巨变,城市整体建成环境及其依托的自然生态环境恶化趋势明显,城市安全脆弱度增大,当代城市安全面临新的挑战。西方发达国家对当代城市安全问题的新动向极为关注,对城市安全观念作了深入全面的拓展研究。从城市安全动态发展的视角,对相关文献进行梳理与总结,考察当代西方城市安全观念研究变迁态势,以期为我国城市安全问题的研究深化提供有益的借鉴和启示,推动我国城市化进程的健康和可持续发展。     

新形势下关于高校学生管理模式改革的思考

在新形势下,我国高校发生了一系列重大变化,学生管理模式必须进行相应的改革,其主要表现在以下三个方面:树立“以学生为本”的理念,强化服务意识;搜索管理盲点,改革管理体制;注重管理人员的素质,加强学生管理队伍的建设。

当前,智能化武器装备成为世界各国发展的重点,而电子对抗作为新型作战力量将直接影响战争的胜负。文章分析当前电子对抗装备存在的显著不足,论证发展智能化电子对抗装备的迫切性和必要性,明确提出发展智能化电子对抗装备的若干关键技术,阐述智能化电子对抗装备对未来信息化战争的直接影响,以及智能化电子对抗装备未来的发展方向。     

Democratic control of Romanian intelligence after three decades: quis custodiet ipsos custodes?

ABSTRACT

Romania faced one of the most dramatic transitions from authoritarian communism to become a democracy and a member of the North-Atlantic Treaty Organization (NATO) and the European Union (EU). The backbone of building a democratic society has been civilian control of the military. This article briefly describes the norms and institutions of democratic control of the intelligence services in Romania and assesses how the mechanisms of democratic control have worked in practice after almost three decades of reform. We argue that many of the post-1989 reforms have been only superficial implemented and monitored, particularly after Romania joined NATO and the EU. The article concludes that the democratic control of intelligence in Romania is an unfinished business. There are structural shortcomings embedded in the process of democracy consolidation that need to be addressed.     

Exact algorithms for scheduling multiple families of jobs on parallel machines

In many practical manufacturing environments, jobs to be processed can be divided into different families such that a setup is required whenever there is a switch from processing a job of one family to another job of a different family. The time for setup could be sequence independent or sequence dependent. We consider two particular scheduling problems relevant to such situations. In both problems, we are given a set of jobs to be processed on a set of identical parallel machines. The objective of the first problem is to minimize total weighted completion time of jobs, and that of the second problem is to minimize weighted number of tardy jobs. We propose column generation based branch and bound exact solution algorithms for the problems. Computational experiments show that the algorithms are capable of solving both problems of medium size to optimality within reasonable computational time. © 2003 Wiley Periodicals, Inc. 基于数字地图的威胁空间建模与仿真

利用雷达地形遮蔽盲区进行低空突防对敌人地面目标进行攻击是航迹规划关键技术之一.在综合考虑作战区域地形、敌方防空力量等因素条件下,应用人工势场理论对威胁空间的威胁级别进行量化处理,建立了战区势场模型.通过仿真证明,该模型更加符合真实的战场环境,为战斗机任务规划特别是航迹规划提供了参考依据.     

部队思想政治教育低绩效现象的新制度经济学分析

信息传递失真、制度创新的路径依赖、教育客体趋利本能被忽视,导致部队思想政治教育的低绩效现象。改善思想政治教育条件、增强教育主体的素质、关注教育客体的个体需要、增强教育主客体之间的互动是解决思想政治教育低绩效现象的有效途径。     

竞争性假设分析法在群体性事件情报预警中的应用

目前，边防部门对于群体性事件预警情报的分析缺乏科学系统的工作流程和分析思路，受思维定势、先入为主等主观因素的影响较为严重。随着科学技术的不断发展，群体性事件预警情报的来源不断扩展，数量不断攀升，如何进行准确的情报分析，成为边防部门面临的一个亟待解决的问题。分析了竞争性假设分析法在群体性事件情报预警中的可行性和实际应用，对预警情报的分析工作有一定的借鉴价值。
