基于激光雷达的高炉回旋区深度探测研究

炼铁高炉回旋区深度的直接探测存在较大困难,提出了一种基于激光雷达的回旋区边缘探测方法。探测得到的回波信号存在较大噪声干扰,为提取边缘回波信号,首先对噪声特点进行分析,判明噪声包括白噪声和1/fγ非平稳随机噪声;由此采用多小波平移不变算法进行滤波处理;采用H ilbert-Huang变换对滤波后的信号进行处理,对其瞬时能量进行分析。由于回旋区边缘表现出较为强烈的局部能量,从能量谱中可较好地提取回旋区边缘信号。试验表明,采用激光雷达探测回旋区的深度,能较为真实地反映高炉回旋区的真实状态,其值较计算建模方法更可靠。进一步的研究可望得到回旋区的二维或三维形貌。     

舰载武器作战使用条件仿真量化分析

运用层次分析法、本征向量法和多属性决策问题的数据处理等方法,对舰载武器作战使用的约束条件进行了量化分析和数据处理,系统地描述了单一约束条件和多个约束条件对武器有效使用的概率问题,建立了约束条件下,舰载武器作战使用仿真流程。研究结果对舰载武器作战使用具有一定的指导作用。     

The fragility of elite settlements in Tunisia

Six years after the revolution that ousted Zine El-Abidine Ben Ali, Tunisia remains in flux. On the face of it, the country should be celebrated for transitioning from political ferment to consensual normalcy. Unfortunately, there is more to Tunisia’s transition to consensual politics than meets the eye. The country is still caught in a turbulent grey zone where strong authoritarian tendencies threaten to pull down the country’s tortuous march towards democratic stability. Some developments are particularly worrisome. The old authoritarian discourse emphasising stability and law and order has regained credence. The repressive habits of the police and security services are also back in full swing. The outlook for democratic stability darkens as the chasm between ordinary citizens and political elites expands. The lurch towards illiberalism and the failure of the successive postrevolutionary governments to make even the slightest dent in Tunisia’s dreadful unemployment rate and sharp regional economic inequalities are undermining faith in elite settlements and state institutions.     

解析法区域覆盖卫星星座设计

对典型卫星星座进行了分析。使用解析方法,以卫星载荷的工作高度范围为约束条件,以有效利用卫星覆盖区域为原则,给出设计区域覆盖卫星星座的详细步骤,得出卫星轨道根数和星座轨道参数。利用卫星工具包(STK)生成卫星星座图。

South Africa's arsenal of terrorism legislation

After only ten years in existence, the African Union (AU) has already made its mark on the landscape of peace and security in Africa. This paper seeks to explore the relationship between the AU's leading collaborative interstate security policy, the African Peace and Security Architecture (APSA), and sustainable peace in the Horn of Africa. It examines four countries – Djibouti, Eritrea, Ethiopia, and Kenya – and how engaging with the APSA through early warning systems can contribute to developing the elements necessary for sustainable peace, namely regional stability, conflict management, and good governance.

India's Pursuit Of Ballistic Missile Defense

This article analyzes India's efforts to deploy a Ballistic Missile Program (BMD). The article has three objectives. First, it argues that scientific-bureaucratic factors and India's incapacity to deter Pakistan's use of terrorist proxies have driven its quest for BMD. Second, the article also evaluates the current state of India's two-tiered missile defense shield. In spite of various claims on the part of India's defense science establishment, the paper estimates that India still lacks a deployable BMD system and is still far from developing an effective strategy of deterrence-through-denial. Third, the article analyzes the implications of the development of India's BMD system for nuclear stability in South Asia. The article shows how India's BMD capacities, however limited, have indirectly exacerbated the security concerns of India's regional rival, Pakistan.
