深刻领会习主席“三个绝对”指示精神努力培养能打胜仗合格人才

确保军队绝对忠诚、绝对纯洁、绝对可靠,是习主席为推进我军革命化正规化现代化建设提出的新的标准和要求。“三个绝对”深刻揭示了铸牢强军之魂的本质内涵,体现了人民军队的本质特征。武警院校作为培养现代警官的摇篮,要切实深化思想认识,强化确保“三个绝对”的责任感使命感;要着力打牢学员举旗铸魂的理论根基,夯实听党指挥的思想基础,锤炼忠诚卫士的政治品格,培养造就“一懂五会”忠诚可靠、素质全面的合格人才。     

全面深化改革 实现我国社会主义市场经济地位的转变

党的十八届三中全会的最大亮点和理论创新之一就是,提出了要实现市场对资源配置的决定性作用。这是思想解放的重大突破,也是深化经济体制改革以及引领其他领域改革的基本方针。阐述了改革开放35年党对市场经济地位和作用认识的历史进程,以及我国社会主义市场经济地位转变的必然性,提出了全面深化经济体制改革、实现市场经济地位转变的举措。     

Budget allocation,national security,military intelligence,and human capital: a dynamic model

This study develops a dynamic model that integrates military intelligence into the defense capability of the country and the optimal allocation of its government budget. We assert that the effectiveness of the country’s military intelligence is contingent on the quality of its human capital, which, in turn, implies a long-term positive relationship between the government’s various civilian expenditures and its capacity to achieve a cost-effective intelligence and, hence, military capability. This relationship is developed within a multiple-period arms race model between two rivals. Using this model and stylized data for the Israeli–Syrian arms race, we show that an appropriate budget shift from defense to civilian expenditures during the initial periods of the planning horizon will gradually (over a decade, say) increase the quality of human capital in the country and, thus, the effectiveness of its intelligence, which, in turn, will increase the country’s future security and welfare.     

基于响应面法的悬架系统优化研究

提出了应用响应面分析履带车辆悬架系统特性的方法。构建了悬架系统特性参数和整车行驶平顺性及可靠性之间的二阶响应面模型,并依据响应面分析结果,进行悬架系统的优化研究。优化结果表明了该方法的有效性。     

城市消防远程监控系统建设过程中的几点体会

通过对国内自动消防设施设备存在问题的归纳,结合城市消防远程监控系统实际功能的实现,从监控终端、通信网络、信息中心三个方面提高系统的容错能力,阐述了实际建设和调试过程中的解决办法,并对系统的可靠性和安全性进行了讨论。     

Nonparametric bayesian lifetime data analysis using dirichlet process lognormal mixture model

We propose a nonparametric Bayesian lifetime data analysis method using the Dirichlet process mixture model with a lognormal kernel. A simulation‐based algorithm that implements the Gibbs sampling is developed to fit the Dirichlet process lognormal mixture (DPLNM) model using rightly censored failure time data. Five examples are used to illustrate the proposed method, and the DPLNM model is compared to the Dirichlet process Weibull mixture (DPWM) model. Results indicate that the DPLNM model is capable of estimating different lifetime distributions. The DPLNM model outperforms the DPWM model in all the examples, and the DPLNM model shows promising potential to be applied to analyze failure time data when an appropriate parametric model for the data cannot be specified. © 2013 Wiley Periodicals, Inc. Component importance for linear consecutive‐ k ‐Out‐of‐ n and m ‐Consecutive‐ k ‐Out‐of‐ n systems with exchangeable components

Measuring the relative importance of components in a mechanical system is useful for various purposes. In this article, we study Birnbaum and Barlow‐Proschan importance measures for two frequently studied system designs: linear consecutive k ‐out‐of‐ n and m ‐consecutive‐ k ‐out‐of‐ n systems. We obtain explicit expressions for the component importance measures for systems consisting of exchangeable components. A model for step‐stress accelerated life testing

Modern technology is producing high reliability products. Life testing for such products under normal use condition takes a lot of time to obtain a reasonable number of failures. In this situation a step‐stress procedure is preferred for accelerated life testing. In this paper we assume a Weibull and Lognormal model whose scale parameter depends upon the present level as well as the age at the entry in the present stress level. On the basis of that we propose a parametric model to the life distribution for step‐stress testing and suggest a suitable design to estimate the parameters involved in the model.
