This paper examines the rationale and centrality of private military and security companies (PMSCs) in humanitarian assistance operations in Sudan, asking why PMSCs are involved in humanitarian assistance operations in Sudan and what the principles underlying their activities are. To answer this question, the paper draws attention to the link between humanitarian crises and PMSC interventions. Where there is no meaningful alternative intervention, undergirded by humanitarian concerns that are also profit driven, PMSCs come in to provide the needed services. The protracted and complicated internal armed conflicts in Sudan, which have lasted for over two decades, have produced as many as 4,8 million internally displaced persons (IDPs) – the single largest number in the world. The kind of humanitarian assistance operations provided by PMSCs in Sudan have become critical to the provision of much-needed services which were inadequately provided by governmental authorities at both unilateral and multilateral levels. This paper argues that the humanitarian crises in Sudan created a regime that permits humanitarian assistance operations by both state and non-state actors.  相似文献

Though North Korea agreed to partial denuclearization in February 2007, achieving that goal is at best a long way off. A natural gas pipeline linking all of Northeast Asia and promising energy and economic help could help convince the isolated nation to step away from its nuclear programs entirely; it could also provide the nonproliferation and energy security benefits that have eluded the region for so long. These economic benefits could motivate the other nations involved in the six-party talks to deal with North Korea more than if only nuclear reactors were offered.  相似文献

In modern warfare at and from the sea, logistics are crucially important to the implementation of strategy and conduct of operational campaigns. Between August 1943 and March 1944, a British joint service mission led by Major-General John Lethbridge travelled to North America, the Pacific, and India to study the organisation, equipment, and methods necessary for coming offensive operations against Japan. The British obtained valuable information from the Americans and connected with those countries of the British Empire most directly involved. The Lethbridge Mission's progress and findings informed evolving Admiralty planning for supporting naval forces to be sent to the Indian and Pacific Oceans in pursuance of British wartime strategy.  相似文献

Capacity improvement and conditional penalties are two computational aides for fathoming subproblems in a branch‐and‐bound procedure. In this paper, we apply these techniques to the fixed charge transportation problem (FCTP) and show how relaxations of the FCTP subproblems can be posed as concave minimization problems (rather than LP relaxations). Using the concave relaxations, we propose a new conditional penalty and three new types of capacity improvement techniques for the FCTP. Based on computational experiments using a standard set of FCTP test problems, the new capacity improvement and penalty techniques are responsible for a three‐fold reduction in the CPU time for the branch‐and‐bound algorithm and nearly a tenfold reduction in the number of subproblems that need to be evaluated in the branch‐and‐bound enumeration tree. © 1999 John Wiley & Sons, Inc.
