Too much Western bias? The need for a more culturally adaptable approach to post-conflict security sector reform

The existing guidelines for security sector reform (SSR) tend to draw on theoretical work in the field of civil–military relations, which in turn has been derived from Western, liberal democratic models of governance. Although guidelines strongly advise that local culture and context need to be considered when drawing up objectives for post-conflict SSR programmes, this is not often reflected in practice. This article considers some of the reasons for this, citing both in-country challenges and donor-related issues, and suggests that one of the biggest problems is a lack of alternative, non-orthodox models of civil–military relations to draw upon. It is further suggested that elements of suitable alternative models may be found in states which possess political structures not entirely dissimilar to the Western, liberal democratic ideal, but which can offer different perspectives. Detailed research of these structures should produce a pool of sub-models which could then be employed to create bespoke, culturally appropriate objectives for use in post-conflict SSR programmes.

The Future of Insurgency

This article examines Great Britain's role in South Vietnam in the late 1950s and early 1960s. Great Britain and the United States certainly did not enjoy a special relationship in South Vietnam, but it is also true that some British officials did manage to exert a real influence on the policy choices of the kennedy administration. The most important obstacle to the development of effective policies in South Vietnam was not the limits of British influence on the US but the inability of both Britain and the US to influence the actions of the Diem regime in Saigon.     

Cyclical schedules for the joint replenishment problem with dynamic demands

The Joint Replenishment Problem (JRP) involves production planning for a family of items. The items have a coordinated cost structure whereby a major setup cost is incurred whenever any item in the family is produced, and an item-specific minor setup cost is incurred whenever that item is produced. This paper investigates the performance of two types of cyclical production schedules for the JRP with dynamic demands over a finite planning horizon. The cyclical schedules considered are: (1) general cyclical schedules—schedules where the number of periods between successive production runs for any item is constant over the planning horizon—and (2) power-of-two schedules—a subset of cyclical schedules for which the number of periods between successive setups must be a power of 2. The paper evaluates the additional cost incurred by requiring schedules to be cyclical, and identifies problem characteristics that have a significant effect on this additional cost. © 1997 John Wiley & Sons, Inc. The Economic Effect of Military Facility Contraction: A Naval Case Study

The global financial turmoil of 2008 has resulted in the curtailment of military expenditure in most western countries. At a sub-regional-level reductions in the level of activity at a major military facility can have significant economic impact. In the light of this, the paper has two objectives: to analyse the impact of the decision to terminate naval shipbuilding at the United Kingdom’s Portsmouth Naval Base; and, for illustrative purposes, to examine the possible economic consequences of further contraction at the facility. In pursuit of these aims, it is necessary to establish the output, income and employment generated by the base using a bespoke input–output model. The methodology employed can, with appropriate adjustments, be utilised in other military or civilian contexts.
