ABSTRACT

Conventional theories of alliance management often overemphasize the utility of either assurance or coercion in preventing allied nuclear proliferation. Historical analysis reveals that prioritizing either of these two tactics to the exclusion of the other is inadvisable. A strategy that focuses solely on security guarantees or coercive threats is likely to encourage an allied state to pursue a hedging strategy, in which the client state continues to clandestinely develop its own nuclear capabilities while remaining underneath its patron’s defensive “umbrella.” This article introduces a new framework for understanding the effectiveness of nonproliferation-focused alliance-management strategies. By exploring the cases of West Germany and South Korea, the article concludes that the best way to prevent allies from pursuing nuclear weapons is to combine assurance with coercion. This establishes an incentive–punishment relationship that limits an ally’s motivation to develop nuclear weapons. These conclusions have particular salience today, as conversations over nuclear-weapons development have become increasingly normalized in Germany and particularly in South Korea. The United States’s capacity to influence its allies’ nuclear behavior is currently being eroded through the degradation of both patron credibility and client dependence, weakening the long-term viability of the global nonproliferation regime.  相似文献

Revenue management is the process of actively managing inventory or capacity to maximize revenues. The active management typically occurs through managerial levers such as price, promotion, or availability. We present a novel real options approach to revenue management that is specifically suited to the car rental business. We illustrate the concept with actual car rental data. The model produces minimally acceptable prices and inventory release quantities (number of cars available for rent at a given price) as a function of remaining time and available inventory. The pricing and inventory release recommendations of the developed model confirm earlier empirical analysis that suggested current practises discount too deeply early in the booking cycle. © 2004 Wiley Periodicals, Inc. In this article, we present an algorithm for the valuation and optimal operation of natural gas storage facilities. Real options theory is used to derive nonlinear partial‐integro‐differential equations (PIDEs), the solution of which give both valuation and optimal operating strategies for these facilities. The equations are designed to incorporate a wide class of spot price models that can exhibit the same time‐dependent, mean‐reverting dynamics, and price spikes as those observed in most energy markets. Particular attention is paid to the operational characteristics of real storage units. These characteristics include working gas capacities, variable deliverability and injection rates, and cycling limitations. We illustrate the model with a numerical example of a salt cavern storage facility that clearly shows how a gas storage facility is like a financial straddle with both put and call properties. Contemporary network organizational structures have gradually developed over the last decades of the twentieth century. These new structures are challenging the traditional hierarchical structure form in a number of venues. In conflict and war, they made their potentials unequivocally known on 11 September 2001 via Al Qaeda's strategic suicide bombings against the United States. To better understand the military potentials of networks, an operational combat analysis of the Al Qaeda network was conducted. This analysis, a modification of weapons systems analysis, focused on network speed, along with offensive, defensive and combat multiplier attributes. Such analysis allows for a better understanding of the military capabilities and vulnerabilities of non-state OPFORs (opposing forces) and our own emergent counter-insurgency networks.  相似文献
