ABSTRACT

I argue in this article that traditional just war theory did allow private, indeed even individual war, and that arguments in support of a legitimate authority criterion, let alone in support of the “priority” of this criterion, fail. I further argue that what motivates the insistence on “legitimate authority” is the assumption that doing away with this criterion will lead to chaos and anarchy. I demonstrate that the reasoning, if any, underlying this assumption is philosophically confused. The fact of the matter is that wars need not necessarily be authorized by some higher authority (such as a king, president, or parliament) in order to be justified, and this moral fact does not need to lead to chaos and anarchy. Accordingly, the criterion of legitimate authority cannot be relied on to delegitimate individual war, private war, guerrilla war, or even terrorism. Finally, I consider some other defenses of authorization and demonstrate that the “authorization” these accounts defend is either not needed for justification or already provided by other just war criteria or, indeed, entirely fictitious.  相似文献

We consider the scheduling of large‐scale projects to maximize the project net present value given temporal and resource constraints. The net present value objective emphasizes the financial aspects of project management. Temporal constraints between the start times of activities make it possible to handle practical problem assumptions. Scarce resources are an expression of rising cost. Since optimization techniques are not expedient to solve such problems and most heuristic methods known from literature cannot deal with general temporal constraints, we propose a new bidirectional priority‐rule based method. Scheduling activities with positive cash flows as early and activities with negative cash flows as late as possible results in a method which is completed by unscheduling techniques to cope with scarce resources. In a computational experiment, we compare the well‐known serial generation scheme where all activities are scheduled as early as possible with the proposed bidirectional approach. On the basis of a comprehensive data set known from literature containing instances with up to 1002 activities, the efficiency of the new approach is demonstrated. © 2003 Wiley Periodicals, Inc. We consider the following replacement model in reliability theory. A technical system with random lifetime is replaced upon failure. Preventive replacements can be carried out before failure. The time for such a replacement depends on the observation of a random state parameter and is therefore in general a random time. Different costs for preventive and failure replacements are introduced which may depend on the age of the working system. The optimization criterion followed here to find an optimal replacement time is to minimize the total expected discounted costs. The optimal replacement policy depends on the observation of the state of the system. Results of the theory of stochastic processes are used to obtain the optimal strategy for different information levels. Several examples based on a two-component parallel system with possibly dependent component lifetimes show how the optimal replacement policy depends on the different information levels and on the degree of dependence of the components. © 1992 John Wiley & Sons, Inc.  相似文献

Previous methods for solving the nonlinear one-parametric linear programming problem min {c(t)Tx |Ax = b, x ≥ 0} for t ? [α,β] were based on the simplex method using a considerably extended tableau. The proposed method avoids such an extension. A finite sequence of feasible bases (Bk | k = 1, 2, …, r) optimal in [tk, tk+1] for k = 1, 2, …,r with α = t1 < t2 < … < tr+1 = β is determined using the zeroes of a set of nonlinear functions. Computational experience is discussed in the special case of t-norm transportation problems.  相似文献
