Multiechelon repairable-item provisioning systems are considered under a time-varying environment. Such conditions could arise, for example, in a military context where a shift from peacetime operation to wartime operation takes place; or, in a civilian setting where a public transit system decides to increase its hours of operation or frequency of service. Exact Markovian models, incorporating a finite population of repairable components and limited repair capacity (nonample service), are treated, with transient solutions obtained using the randomization technique. The exact models are compared with the approximate Dyna-METRIC model which assumes an infinite population of components and ample repair capacity.  相似文献

Whether or not Colombia has improved is a controversial topic. If improvement has occurred, what, if any, lessons from the Colombian model can be learned? The first lesson is that Colombia's problems were caused more by a weak state than by drugs. The second lesson is that improving state capacity requires more than just increased security. The state must also provide the basic social services that citizens require to gain and maintain their support. Additionally, government institutions need to improve their professionalism, protect human rights, and root out impunity and corruption. The alternative is to suffer from new cycles of violence as old foes are vanquished, but new ones emerge.  相似文献

In this paper, we derive new families of facet‐defining inequalities for the finite group problem and extreme inequalities for the infinite group problem using approximate lifting. The new valid inequalities for the finite group problem include two‐ and three‐slope facet‐defining inequalities as well as the first family of four‐slope facet‐defining inequalities. The new valid inequalities for the infinite group problem include families of two‐ and three‐slope extreme inequalities. These new inequalities not only illustrate the diversity of strong inequalities for the finite and infinite group problems, but also provide a large variety of new cutting planes for solving integer and mixed‐integer programming problems. © 2008 Wiley Periodicals, Inc. In this article, the Building Evacuation Problem with Shared Information (BEPSI) is formulated as a mixed integer linear program, where the objective is to determine the set of routes along which to send evacuees (supply) from multiple locations throughout a building (sources) to the exits (sinks) such that the total time until all evacuees reach the exits is minimized. The formulation explicitly incorporates the constraints of shared information in providing online instructions to evacuees, ensuring that evacuees departing from an intermediate or source location at a mutual point in time receive common instructions. Arc travel time and capacity, as well as supply at the nodes, are permitted to vary with time and capacity is assumed to be recaptured over time. The BEPSI is shown to be NP‐hard. An exact technique based on Benders decomposition is proposed for its solution. Computational results from numerical experiments on a real‐world network representing a four‐story building are given. Results of experiments employing Benders cuts generated in solving a given problem instance as initial cuts in addressing an updated problem instance are also provided. © 2008 Wiley Periodicals, Inc. While there has been significant previous literature on inventory transshipment, most research has focused on the dealers' demand filling decision (when to fill transshipment requests from other dealers), ignoring the requesting decision (when to send transshipment requests to other dealers). In this paper we develop optimal inventory transshipment policies that incorporate both types of decisions. We consider a decentralized system in which the dealers are independent of the manufacturer and of each other. We first study a network consisting of a very large number of dealers. We prove that the optimal inventory and transshipment decisions for an individual dealer are controlled by threshold rationing and requesting levels. Then, in order to study the impact of transshipment among independent dealers in a smaller dealer network, we consider a decentralized two‐dealer network and use a game theoretic approach to characterize the equilibrium inventory strategies of the individual dealers. An extensive numerical study highlights the impact of the requesting decision on the dealers' equilibrium behavior in a decentralized setting. © 2006 Wiley Periodicals, Inc. Consider a stochastic simulation experiment consisting of v independent vector replications consisting of an observation from each of k independent systems. Typical system comparisons are based on mean (long‐run) performance. However, the probability that a system will actually be the best is sometimes more relevant, and can provide a very different perspective than the systems' means. Empirically, we select one system as the best performer (i.e., it wins) on each replication. Each system has an unknown constant probability of winning on any replication and the numbers of wins for the individual systems follow a multinomial distribution. Procedures exist for selecting the system with the largest probability of being the best. This paper addresses the companion problem of estimating the probability that each system will be the best. The maximum likelihood estimators (MLEs) of the multinomial cell probabilities for a set of v vector replications across k systems are well known. We use these same v vector replications to form vk unique vectors (termed pseudo‐replications) that contain one observation from each system and develop estimators based on AVC (All Vector Comparisons). In other words, we compare every observation from each system with every combination of observations from the remaining systems and note the best performer in each pseudo‐replication. AVC provides lower variance estimators of the probability that each system will be the best than the MLEs. We also derive confidence intervals for the AVC point estimators, present a portion of an extensive empirical evaluation and provide a realistic example. © 2002 Wiley Periodicals, Inc. This paper examines whether there are systematic differences in military spending between different types of autocratic regimes. We view military expenditure as an instrument a dictator can exploit in order to stay in power. How he utilises this instrument depends on the institutional set-up of his regime. We distinguish between military regimes, single party states and personalist regimes, and predict that military regimes should have the highest, whereas personalist dictatorships should have the lowest level of military spending. Using panel data on 64 dictatorships from 1960 to 2000, we find empirical evidence that our hypotheses are not rejected.  相似文献
