In this article, we develop an interactive algorithm to place alternatives in ordered preference classes for a decision maker (DM) with an increasing quasiconcave value function. Such value functions are quite general in that they include linear and concave value functions. Our aim is to elicit sorting information from the DM as few times as possible; our algorithm places other alternatives using previous responses from the DM utilizing properties of quasiconcave value functions. As an application, we sort 81 global MBA programs into preference classes using criteria such as alumni career progress, idea generation, and diversity. We study the performance of our proposed algorithm, when we change the number of criteria, number of alternatives, and introduce response errors. © 2014 Wiley Periodicals, Inc. We consider the problem of scheduling customer orders in a flow shop with the objective of minimizing the sum of tardiness, earliness (finished goods inventory holding), and intermediate (work‐in‐process) inventory holding costs. We formulate this problem as an integer program, and based on approximate solutions to two different, but closely related, Dantzig‐Wolfe reformulations, we develop heuristics to minimize the total cost. We exploit the duality between Dantzig‐Wolfe reformulation and Lagrangian relaxation to enhance our heuristics. This combined approach enables us to develop two different lower bounds on the optimal integer solution, together with intuitive approaches for obtaining near‐optimal feasible integer solutions. To the best of our knowledge, this is the first paper that applies column generation to a scheduling problem with different types of strongly ????‐hard pricing problems which are solved heuristically. The computational study demonstrates that our algorithms have a significant speed advantage over alternate methods, yield good lower bounds, and generate near‐optimal feasible integer solutions for problem instances with many machines and a realistically large number of jobs. © 2004 Wiley Periodicals, Inc. From the recipients’ perspective, arms transfers have, through the use of offsets, technology transfers, and industrial participation, become an opportunity to receive not only advanced weapons, but also technologies not otherwise available. How important are friendly relations for securing a military export order? To what extent do buyers demand advanced military or commercial technology and how are these demands accepted by the supplier? How does this influence smaller producers in relation to major producers? These questions are addressed by studying (a) the Joint Strike Fighter/F-35 by Lockheed Martin, USA, and the JAS-39 Gripen aircraft by Saab, Sweden, (b) the Medium Multi-Role Combat Aircraft competition in India for 126 combat aircraft, and (c) the Indian offset policy. We use a unique data-set gathered during a short-lived interwar period in the Nuba Mountains of Sudan to compare characteristics of the households returning after the conflict with those that stayed in their communities of origin. We found that returning households seemed to face worse economic conditions, particularly in the case of female-headed returnee households. Nevertheless, our results show that returnees tend to perform better on different health indicators. Using a detailed set of variables about hygiene and sanitary habits, we explore the hypothesis that the latter result may be related to changes in attitudes given the distinct experiences during displacement. We show that returnees are indeed more likely to adopt these measures.  相似文献

This paper contributes to the continuing debate on the economic effects of military expenditure by undertaking a case study of Greece. Within Europe Greece provides a particularly interesting object of study. It has the highest military burden in Europe and NATO, is the only European Union country situated in the unstable environment of the Balkans, faces a military threat from Turkey, and has a very weak economy. After some background analysis of the economy and military expenditure, the paper investigates the determinants of Greek military expenditure as well as whether the high military burden has played an important role in Greece's poor economic performance over the period 1960–1996. It estimates a Keynesian simultaneous equation model with a supply side, which allows the indirect effects of military expenditure to be captured explicitly. It concludes that the major determinants of Greek defence spending are not economic but strategic (the threat of war) and that the direct effect of defence spending on economic growth as well as the indirect effects through savings and trade balance are all significantly negative. On the basis of such strong results, the paper concludes that defence spending is harmful for the Greek economy.  相似文献

After only ten years in existence, the African Union (AU) has already made its mark on the landscape of peace and security in Africa. This paper seeks to explore the relationship between the AU's leading collaborative interstate security policy, the African Peace and Security Architecture (APSA), and sustainable peace in the Horn of Africa. It examines four countries – Djibouti, Eritrea, Ethiopia, and Kenya – and how engaging with the APSA through early warning systems can contribute to developing the elements necessary for sustainable peace, namely regional stability, conflict management, and good governance.  相似文献

We study the environmental regulation of industrial activities that are organized as projects. Applications arise in construction, ship and aircraft building, and film making, among other industries. Relative to manufacturing, environmental regulation is different in project‐based industries, due to the uniqueness and geographical diversity of projects, and a lack of product takeback programs. Because the amount of waste and pollution generated by project companies can be large, regulators need environmental policies to ensure reduction of waste and pollution. We consider a regulator who attempts to maximize social welfare. We model this problem as a bilevel nonlinear program. The upper level regulator specifies waste reduction targets, which the lower level project companies meet using waste stream reduction and remediation of pollution, while attempting to control their project costs. We find that high waste diversion targets lead to outcomes with little pollution, but excessive project costs and only modest waste stream reduction. Projects that have lower task precedence density, or that have pollutants with different environmental impacts, show larger increases in project cost and time resulting from regulation. We describe a subsidy for waste stream reduction that coordinates the system, and we estimate the value of coordination. We also describe a bonus that encourages truthful reporting by project companies, and evaluate the relative cost and effectiveness of the subsidy and the bonus. © 2015 Wiley Periodicals, Inc. The problem of finding a strict total order for a finite set of multiple criteria alternatives is considered. Our research extends previous work by us, which considered finding a partial order for a finite set of alternatives. We merge the preference information extracted from the preference cones and corresponding polyhedral sets, with the information derived from pairwise comparisons of two alternatives, yielding a preference matrix. This preference matrix is used as input to an integer programming model to obtain a strict total order that provides a transitive ranking for the set of alternatives. © 2014 Wiley Periodicals, Inc. The UN asks governments to report key figures of their annual military budgets with the aim of creating trust among member states. This goal can only be achieved if the data reported is accurate. However, although there are many reasons for governments to falsify data, the UN does not check for manipulation. In this paper, we apply Benford’s law to the military expenditure data of 27 states taken from the UN register. Our analysis of the first digits shows that the states with the greatest deviations from the expected Benford distribution and therefore the lowest data quality are the USA and the UK.  相似文献
