This article examines British deception operations in the early Cold War. It illustrates how, in the years before Britain could threaten atomic retaliation, Britain’s deception organisation, the London Controlling Section (LCS) was tasked with conducting operations to deter the USSR and China from starting a war or threatening British interests. It introduces a number of their ploys – some physical and military, others subversive and political. It argues that the LCS faced significant challenges in implementing its deceptions. Repeating the great strategic successes of the Second World War was extremely difficult; what remained for the Cold War were more limited deceptions.  相似文献

With strategic success in Iraq and Afghanistan far from certain, comforting beliefs about Britain's superiority at counterinsurgency have come under increasingly sceptical scrutiny. This article contributes to the debate with particular reference to the supposedly pivotal principle of minimum force. After discussing the recent literature on the subject, the article critiques the methodology employed by advocates of the traditionalist view on British COIN, arguing for a more rigorous historical approach based on primary sources. Following these historical matters, it is argued that conceptually, minimum force should be analysed dialectically in relation to practices of exemplary force, and above all, on the evidence of what happens in a conflict. Arguably the value ascribed to doctrine in strategic analysis has become unduly inflated, and we must look beyond it to understand war and political violence.  相似文献

Wellington's use of intelligence developed throughout his military career. Arguably, his experiences in India taught him the importance of intelligence, but it was during the Peninsular War that he honed his analytical techniques. As the war progressed, he developed sophisticated methods for the integration of strategic intelligence – largely gathered by civilian agents – with operational intelligence – collected by military personnel. This allowed him to develop operational conceptualisation, which in turn contributed to the successes he achieved over the French forces in Iberia. However, more than anything, it was his considered use of intelligence, combined with intricate deception operations in the latter stages of the conflict, which deprived the French of reliable intelligence on his own movements, and demonstrated his understanding of the importance of intelligence. In the late 1950s, as intercontinental ballistic missiles (ICBMs) replaced bombers, the development of Soviet ICBMs prompted fears of strategic vulnerability in the West. The Eisenhower administration's decision to deploy Intermediate Range Ballistic Missiles (IRBMs) on the territory of NATO allies sought to redress the perceived vulnerability until American ICBMs were ready. British deception planners considered how to enhance the threat posed by the IRBMs. An outline plan codenamed ‘Celestial’ was intended to persuade the Soviets that the otherwise vulnerable missiles could not be readily neutralised. This article explores this deception and how such planning also sought to convey accurate information alongside disinformation. It also suggests that deception planners appear to have given little heed to the potentially counterproductive consequences of such an operation.  相似文献

Ten years of counterinsurgency in Iraq and Afghanistan have produced little in Britain's national interest. This article examines the political objectives set in these wars and the reasons why they have proved elusive. The core foreign policy aim was to sustain Britain's position as a great power by assuming responsibility for global order. Alliances with the United States and NATO would be the diplomatic tool for pursuing this aim. These alliances brought obligations, in the shape of agreed common threats. Rogue regimes with weapons of mass destruction and international terrorists harboured in failed states were deemed the primary threats to British security. Military means were therefore used in Iraq and Afghanistan to attack them. Whether Tony Blair's vision of global order ever made sense is debatable, and it attracted scepticism from the outset. The article argues experience in Iraq and Afghanistan showed that a strategy to eliminate terrorism (the WMD threat turned out never to have existed) by expeditionary counterinsurgency could only fail. Therefore the attention lavished on operational-level performance by most studies is misplaced, because no amount of warfighting excellence could make up for strategic incoherence. Finally, the article proposes the more important question arising from the last ten years is why the UK pursued a futile strategy for so long. The difficulties associated with interpreting events, a malfunctioning strategic apparatus, weak political oversight, and bureaucratic self-interest are posited as the most significant explanations.  相似文献

We explore the efficacy of counterespionage measures in the realm of Economic Espionage. Although it is possible that increasing counterespionage measures has the desired effect of increasing domestic research and development (R&D) and reducing espionage by foreign entities, it is also possible that these increased measures actually do just the opposite: domestic R&D suffers and foreign stealing increases. We identify the appropriate settings for increased counterespionage measures and provide some policy advice.  相似文献
