On 22 September 1979 two optical sensors on U.S. satellite Vela 6911 detected a double-flash of light that appeared characteristic of an atmospheric nuclear explosion conducted over the southern Atlantic or Indian Ocean. It became known as the Vela Incident, Event 747, or Alert 747. An anomaly between the amplitude of the two signals during the second pulse led a U.S. government expert panel established to assess the event to conclude in mid-1980 that a more likely explanation was the impact of a small meteoroid on the satellite, the debris from which reflected sunlight into the sensors' field of view. No model was presented to support the contention, and a similar anomaly—known as background modulation—was a given for the second pulse of all confirmed explosions detected by Vela, though beginning later. Nonetheless, this event has remained the subject of intense debate. This article reviews the evidence and presents an updated analysis of the original Vela signal based on recently declassified literature and on modern knowledge of interplanetary dust and hyper velocity impact. Given the geometry of the satellite, and that the bulk of the surface comprised solar panels, much of the debris from any collision would be carried away from the sensors' field of view. Thus, a meteoroid collision appears much less likely than previously assumed. The double flash is instead consistent with a nuclear explosion, albeit detected by an aged satellite for which background modulation was abnormal and/or commenced earlier, also seen in post-event SYSTEM tests. A companion paper to be published in 2018 presents radionuclide and hydroacoustic evidence supporting the conclusion that the Vela Incident was a nuclear weapon test explosion. 相似文献

We consider the problem of nonparametric multi-product dynamic pricing with unknown demand and show that the problem may be formulated as an online model-free stochastic program, which can be solved by the classical Kiefer-Wolfowitz stochastic approximation (KWSA) algorithm. We prove that the expected cumulative regret of the KWSA algorithm is bounded above by where κ1, κ2 are positive constants and T is the number of periods for any T = 1, 2, … . Therefore, the regret of the KWSA algorithm grows in the order of , which achieves the lower bounds known for parametric dynamic pricing problems and shows that the nonparametric problems are not necessarily more difficult to solve than the parametric ones. Numerical experiments further demonstrate the effectiveness and efficiency of our proposed KW pricing policy by comparing with some pricing policies in the literature. 相似文献
Democratic rule requires, amongst other things, orderly civil-military relations. Zambia's military, with some exceptions, have generally remained under firm civilian control, unlike many forces in the region. Initially the military was based on the British colonial model but during the struggle for independence the force was indigenised. Instead of representing a colonial power, the military came to represent a specific political viewpoint: one party participatory democracy. President Kaunda, the leader of UNIP, was chiefly responsible for the politicisation of the military and ensuring its loyalty to the ruling party. Quasi-military institutions such as the Combined Cadet Force and the Home Guard Unit were useful links between civilian and military personnel. When Frederick Chiluba, leader of the MMD, took over in 1991 he tried to make the military more professional and curb its power over civilian affairs. The United Arab Emirates (UAE) has laid out an ambitious plan to become the first Arab country to possess a civilian nuclear energy program. Central to that effort has been the Emirati government's ability to obtain foreign nuclear assistance. This article traces the UAE's strategies for overcoming the obstacles that stood in the way of nuclear suppliers providing assistance. It examines the approach taken by the UAE to assuage the safety and security concerns of nuclear suppliers, how the UAE leveraged its alliances with France and the United States to obtain their cooperation, and its strategies for engaging domestic interest groups in supplier states. The generalizable elements of the UAE's strategies are discussed and used to provide insight into the prospects for other Middle Eastern states' bids to obtain similar assistance. The article concludes with a discussion of the potentially transformative aspects of the strategies employed by the UAE in shaping other countries' pursuit of nuclear energy in the region. 相似文献
In his 2009 Prague speech and the 2010 Nuclear Posture Review, President Barack Obama committed the United States to take concrete steps toward nuclear disarmament while maintaining a safe, secure, and effective nuclear deterrent. There is an inherent tension between these two goals that is best addressed through improved integration of nuclear weapons objectives with nuclear arms control objectives. This article reviews historical examples of the interaction between the two sets of objectives, develops a framework for analyzing opportunities for future integration, and suggests specific ideas that could benefit the nuclear weapons enterprise as it undergoes transformation and that could make the future enterprise compatible with a variety of arms control futures. 相似文献
International safeguards is the system of measures put in place by the International Atomic Energy Agency and states to ensure nuclear programs remain dedicated to peaceful purposes. This international safeguards system consists of agreements, inspections, and evaluations that have never considered the safeguards culture of a state or facility. Neither a common definition nor an understanding of safeguards culture is internationally recognized. This article provides an analysis of the concept of safeguards culture and gauges its value to the international safeguards community. The authors explore distinctions among safeguards culture, safeguards compliance, and safeguards performance, and suggest possible indicators of safeguards culture and methods to promote a strong, positive safeguards culture. 相似文献
