Particularly in African operations, United Nations (UN) peacekeeping forces have faced significant problems in restoring stability. In at least a few situations, unilateral national military interventions have been launched in the same countries. In the cases of Sierra Leone and Côte d’Ivoire, the British and French interventions respectively played a significant role in re-establishing stability. Lessons from these operations suggest that if effective coordination and liaison channels are established, such hybrid unilateral-UN missions can in fact be more successful than “pure” peace operations. 相似文献

AbstractIn Operation Iraqi Freedom, which ended in August 2010, nearly 3500 hostile deaths occurred among US military personnel and 32,000 more were wounded in action (WIA). More than 1800 hostile deaths occurred during Operation Enduring Freedom (in and around Afghanistan) through 2014 and about 20,000 were WIA. A larger proportion of wounded personnel survived in Iraq and Afghanistan than during the Vietnam War, but the increased survival rates were not as high as some studies have asserted. The survival rates were 90.2% in Iraq and 91.6% in Afghanistan, compared with 86.5% in Vietnam. The casualty rates varied between the conflicts in Iraq and Afghanistan and before, during, and after the respective surges. Amputation rates are difficult to measure consistently, but I estimate that 2.6% of all WIA and 9.0% of medically evacuated WIA from the Iraq and Afghanistan theaters combined resulted in the major loss of a limb. Elevated non-hostile death rates (including deaths due to accidents, illnesses, homicides, or suicides) resulted in about 220 more deaths in Iraq and about 200 more deaths in Afghanistan than would have been expected in peacetime among populations of the size deployed to those two conflicts. 相似文献

Vendor‐managed revenue‐sharing arrangements are common in the newspaper and other industries. Under such arrangements, the supplier decides on the level of inventory while the retailer effectively operates under consignment, sharing the sales revenue with his supplier. We consider the case where the supplier is unable to predict demand, and must base her decisions on the retailer‐supplied probabilistic forecast for demand. We show that the retailer's best choice of a distribution to report to his supplier will not be the true demand distribution, but instead will be a degenerate distribution that surprisingly induces the supplier to provide the system‐optimal inventory quantity. (To maintain credibility, the retailer's reports of daily sales must then be consistent with his supplied forecast.) This result is robust under nonlinear production costs and nonlinear revenue‐sharing. However, if the retailer does not know the supplier's production cost, the forecast “improves” and could even be truthful. The insurgency in southern Thailand has proven to be intractable over the last few years. The insurgents, who comprise several different groups, have largely retained the initiative in a series of relatively unsophisticated operations. Although involving ethnic Malay Muslims – and marked by an increasingly strong Islamist ideology – the insurgency has been predominantly ethnic rather than religious. External jihadist involvement has been minimal at best. The recent coup in Thailand may improve the odds of reaching some form of accommodation with the southern insurgents; but it is likely that the south will remain a continuing security problem for Bangkok. 相似文献

Multiple ethnic insurgencies have existed in Myanmar since independence. The military junta's response has been extremely brutal at the tactical level, but has shown some political astuteness at the strategic level, with a series of ceasefires with most of the ethnic groups. Despite these ceasefires – most of which have resulted in the continued existence of quasi-independent armed groups – other ethnic movements have continued their armed operations. The overall strategic picture is one of stalemate, with the ethnic movements continuing to exist, but with few realistic prospects of expanding their operations. 相似文献

The northeast states of India have faced a series of insurgencies almost since independence. Most insurgent groups have been based on the competing demands of various ethnic groups, with conflicts not only between the insurgents and the government, but also between groups. The combination of anti-government and intercommunal violence shows little sign of ending. Although the Indian government has made progress in dealing with the largest groups, the continued existence of several dozen insurgent movements represents a significant security threat to internal stability in India. 相似文献
