We use a unique data-set gathered during a short-lived interwar period in the Nuba Mountains of Sudan to compare characteristics of the households returning after the conflict with those that stayed in their communities of origin. We found that returning households seemed to face worse economic conditions, particularly in the case of female-headed returnee households. Nevertheless, our results show that returnees tend to perform better on different health indicators. Using a detailed set of variables about hygiene and sanitary habits, we explore the hypothesis that the latter result may be related to changes in attitudes given the distinct experiences during displacement. We show that returnees are indeed more likely to adopt these measures. 相似文献

The engagement of the Atlantic Alliance in the Middle East dates back to the founding of the Alliance. With one eye on this history and one eye on current controversies, this article investigates the preconditions for and nature of the allies' engagement in the region in order to assess whether the Middle East today is causing a rupture within the Alliance. The article finds that the Alliance was never likely to engage as one in the region. The Alliance instead guarded its cohesion by either letting the Alliance leader, the United States, take a lead role or by acting as a coalition enabling framework. This latter option has prevailed since the early 1980s. Today, NATO can preserve its cohesion and simultaneously engage in the region if it continues this legacy of coalition-making from within the allied framework. Conversely, an effort to engage collectively in the region will likely set of internal tensions to the extent that the Alliance itself will be at risk. 相似文献

China-U.S. cooperation over the most difficult security problem in Northeast Asia—the North Korean nuclear issue—in essence projects its bigger power game amid the tectonic shifts of Asian geopolitics. The nuclear issue affords a test case to gauge the future posture of China and the United States in East Asia and their partnership in that conflict-prone region. Approaches to resolving this issue must take into account the geopolitical realignment of Asia, Washington's reorientation of relations with its Asian allies, and China's rise as an influential regional player and the subsequent regional response. However, the long-standing mistrust between China and the United States is contributing to a lack of substantial progress in Korean nonproliferation efforts. The declared nuclear test by Pyongyang further put the denuclearization cooperation between China and the Unites States on the line. China-U.S. cooperation in denuclearizing Pyongyang may either produce lasting stability for the region or create ‘‘collateral damage,’’ with the North Korean issue paling in comparison. 相似文献

The paper examines the impact of civil wars on income per-capita growth at home and in neighbors for four regional groupings of countries: Africa, Asia, Latin America, and a pooled Asian and Latin American sample. Both macroeconomic and civil-war influences on growth differ by region. With the use of a distance measure, we demonstrate that the spatial reach from the negative consequences of a civil war are region and time period specific. Generally, there was less dispersion in Africa than in Asia and Latin America. Moreover, Africa demonstrates a greater ability to recover from the adverse effects of civil wars than the other regions tested. 相似文献

Africa's wildlife is in danger. The last couple of years have been disastrous for the African elephant as poaching for ivory reached record numbers. Rhinos have been hit hard with several sub-species becoming extinct. The current anti-poaching and anti-trafficking operations lack the sophistication and determination that is found abundantly within criminal organisations immersed in this illicit trade. Terrorism, rebellious elements and corrupt officials all benefit from the destruction of Africa's eco-system and the inaction or lack of efficient action thereof by law enforcement officials. The perpetuation of an otherwise astute fissile material safeguards model by the current non-proliferation regime raises a number of concerns, not least the efficacy of the approach in reducing clandestine weapon developments and the nuclear terrorism threat. Mindful of potential shifts in illicit nuclear material and weapon acquisition, following an excessive focus on fissile material safeguards and the proliferation of nuclear weapon technology, this article uses proliferation trend and scenario analysis in a bid to identify potential proliferation threats and non-proliferation opportunities. The results of the article's assessment of reported incidents (1992–2013) involving theft, unauthorised possession, and attempts to smuggle or sell highly enriched uranium (HEU), plutonium, low-enriched uranium (LEU), natural uranium and uranium yellowcake reveal a decline in occurrences involving fissile material but an increase in uranium yellowcake incidents, particularly in Africa. Presumptions that yellowcake may have provided the newest threat to clandestine weapon developments and nuclear terrorism wane amid concerns over possible biases in reporting, scepticism over an organised and demand-driven nuclear black market, and the difficulties of non-state actors’ development of crude nuclear weapons off the tedious yellowcake conversion-enrichment-fabrication pathway. To secure Africa's uranium yellowcake from potential proliferators, the article proposes concerted domestic, regional and multilateral non-proliferation efforts. 相似文献

As worries have grown about global warming and the sustainability and price of fossil fuels, the demand for nuclear energy has increased, and nuclear power is increasingly viewed as a reliable and clean resource. However, the so-called nuclear renaissance coincides with an international security environment in which the norms of nuclear nonproliferation seem to be eroding. Turkey, a non-nuclear weapon state, plans to generate nuclear power to meet future energy demands, but it is aware of and concerned with regional proliferation trends. Questions have also been raised regarding Ankara's rationale for using nuclear energy, as well as its potential motivations and capabilities regarding future proliferation. This article will provide an overview of Turkey's nuclear energy history and plans, as well as the proliferation-related questions that could arise; it will also look at the domestic debate on nuclear energy and Turkey's status as a non-nuclear weapon state. 相似文献

The Middle East is a crucial region for the global nonproliferation regime. In 2010, the state parties to the Treaty on the Non-Proliferation of Nuclear Weapons proposed a conference on a Middle East Weapons of Mass Destruction-Free Zone. The nuclear weapon-free zone model, on which this idea builds, has achieved important results in other regions, but faces especially stark challenges in the Middle East. However, the attempt to apply the boldly imaginative zone approach to the Middle East holds promise for building a more inclusive dialogue on nonproliferation and regional security. 相似文献

The article presents and analyzes the US extended deterrence commitments in the Middle East as well as those provided by regional states, and assesses the effectiveness and credibility of these commitments. The article then proceeds to analyze a situation wherein Iran successfully develops nuclear weapons. It considers first the security requirements and alternatives of Gulf Cooperation Council (GCC) states, and then proceeds to assess the stability—or instability—of an Israeli-Iranian nuclear balance. The enhancement of US extended deterrence in the region is required in order to deter Iran, reassure allies, and contribute to the stability of an Israeli-Iranian nuclear balance. The article also discusses several contextual issues, such as: the future form of US extended deterrence; distinguishing between the latter and other US extended deterrence commitments; and the different approaches of specific GCC states and Israel. 相似文献
