The present-day conflict in Yemen is a valuable case study in the coercive use of airpower. The Saudi-led bombing campaign demonstrates the challenges inherent in applying a punishment-based strategy in a civil war, where coercive mechanisms operate differently than in interstate conflict. The audit from Yemen vindicates the effectiveness of a denial-based strategy and offers insights on the relative utility of interdiction and close air support in advancing that strategy. This examination dissects the campaign, assesses its effectiveness, and extracts insights useful both to the analysis of similar conflicts and to the evaluation of U.S. foreign policy alternatives.  相似文献

Focusing on British involvement in the 1960s Yemen Civil War, this article examines the centralised mechanisms developed in Whitehall to coordinate covert action interdepartmentally. It therefore sheds new light on London's security and intelligence machine and its input into clandestine operations. Drawing on recently declassified documents and interviews, it uncovers various important but secretive actors, which have been overlooked or misunderstood in the existing literature, and outlines their functions in the most detail yet available. In doing so, it considers how these bodies evolved in relation to competing threat assessments of the local situation and the impact they had on Britain's covert intervention in the theatre. This article assesses the utility of the system and argues that it provided an effective means to ensure that any covert action sanctioned was properly scrutinised so as to reduce risks and best meet national interests.  相似文献

Making extensive use of primary archival documents, this article seeks to explore whether airpower in three of Britain's most significant post-war colonial counterinsurgency campaigns, Malaya, Kenya and South Arabia, was an unnecessary part of British strategy, offering little useful military force due to the futility and strategic damage rendered by offensive bombardment, or whether airpower was indeed an unsung factor that provided operational flexibility through its effectiveness in a supply context, as well as its intelligence role in providing valuable aerial reconnaissance. In all three case studies the role played by the RAF in medical evacuations, in troop drops, in crop spraying during food-denial initiatives, and in providing ‘Voice Aircraft’ for the propaganda campaign, provide insights into an under-explored component of Britain's politico-military efforts in counterinsurgency in the 1950s and 1960s and suggests that the main strategic value of airpower in counterinsurgency, then and now, lies in its non-kinetic functions.  相似文献

This paper discusses the performance of Saudi Arabia's defence offset programmes. The Kingdom is involved in some of the World's biggest defence offset agreements and a review of the problems it has faced and the policies it has introduced provides a useful insight into that part of the international defence market where trade and development meet.

The paper reviews the origins and development of Saudi Arabia's major defence offset programmes. Saudi policies towards defence offsets are outlined before assessing the practical impact of the programmes themselves. The author concludes that Saudi Arabia's offset projects have had only a minor impact on the Kingdom's economy to date and makes a number of policy recommendations which are designed to enhance the utility of the programmes in the Kingdom's drive to enhance and diversify the technological base of its economy.  相似文献

The United States faces a series of strategic and policy conundrums as it attempts to promote strategic stability in the Persian Gulf and the wider Middle East. This article examines the relationship between a reduced US nuclear arsenal and strategic stability in the Persian Gulf and the Middle East. It argues that a series of interrelated political and military factors play a much more significant role in regional security and stability than the US strategic arsenal, which has never, with a few extraordinary exceptions, played a direct role in maintaining regional security. The United States has constructed a system of regional stability based on conventional deterrence and defense that has seen it forward base forces at various installations in the region in combination with efforts to arm, train, and equip host-nation militaries. Nuclear weapons have never played a prominent role in this regional system. Evidence presented in this article suggests that there is no compelling reason for the United States to abandon and/or modify the defensive system of conventional deterrence and defense by adding nuclear-backed guarantees to the mix.  相似文献

Counter-ideological work is touted as crucial in combating terrorism. This article attempts to analyse the role of counter-ideology in dealing with a particular type of terrorism: Muslim jihadist extremism. This paper reiterates findings from existing research, in arguing that counter-ideology is indispensable for three reasons: firstly, to prevent Muslims from genuinely believing that terrorism is sanctioned by the faith; secondly, it is instructive to assure non-Muslims that Islam per se, is not the problem; and finally, it can be used to ‘rehabilitate’ terrorists who are in detention. However, this paper also suggests four criticisms of many counter-ideological efforts, and posit that in order for such work to be truly effective, the following shortcomings need to be rectified: firstly, the creation of unnecessary frontiers that may alienate potential allies; secondly, the inability to ‘preach to the right crowd’; thirdly, the perils of promoting ‘moderate’ and ‘progressive’ Islam; and finally, credibility issues associated with the people spearheading such works. An underlying factor that lurks in the background of all of these is the role of the ulama, or Islamic religious scholars. This article further hopes to contribute to the literature on counter-terrorism by exercising more scrutiny on the role of the ulama.  相似文献

ABSTRACT

Several states in the Middle East have noted their interest in nuclear energy programs, but current cost and timeline estimates understate the difficulties that these states will face. A state-level analysis of nuclear development capacities in Saudi Arabia, Egypt, Jordan, Turkey, and the United Arab Emirates suggests that building nuclear infrastructure in the region will, in fact, be a lengthy and expensive endeavor, due to concerns such as export constraints, public opposition, a lack of human resources, and high overhead costs. This has implications for nuclear weapon nonproliferation: first, fears that these developing nuclear energy capabilities may facilitate possible weapon proliferation are premature, and second, there is time to ensure that any burgeoning nuclear infrastructure in the region remains safe and civilian in nature.  相似文献

This article argues that the Taliban's revolutionary war (RW) program is puritanical reform informed by the Islamic legal duty of al-amr bi'l-ma‘ruf wa'l-nahy ‘an al-munkar (‘commanding what is good and forbidding what is reprehensible’). It also examines the history of this duty with examples of puritanical reform movements emerging from Berber tribes in North Africa and tribes in Arabia. Furthermore, the importance of this duty in Wahhabi Saudi Arabia, and its exportation to Pakistan where Taliban leaders imbibed this ideology, are discussed. Finally the article shows that corruption and abuses by the Afghan regime have given impetus to puritanical reformers: the condition precedent for puritanical reform is pervasive wrongdoing in an Islamic society.  相似文献
