边疆和谐社会建设视野下的民族问题探析

民族问题是影响边疆和谐社会构建的重要方面之一。民族问题对边疆安全的影响，其根源主要体现在两个方面：一是民族利益矛盾。二是民族宗教问题。     

基于族群机制的花朵授粉算法

针对花朵授粉算法易陷入局部极值、收敛速度慢等不足,提出一种具有族群机制的花朵授粉算法。该算法把种群分成多个族群,各族群的最优个体再组成新的种群,进而促进种群间的信息交流,有效地协调种群进化过程中的全局搜索和局部搜索能力,避免个体的早熟收敛,提高算法的全局寻优能力及收敛速度。通过8个CEC2005benchmark测试函数进行测试比较,仿真结果表明,改进算法的寻优性能明显优于基本的花朵授粉算法、粒子群算法和蝙蝠算法,其收敛精度、收敛速度、鲁棒性均较对比算法有较大提高。     

维吾尔族数学文化调查分析

维吾尔族传统文化中包含着丰富的数学元素。充分挖掘和展示维吾尔族文化中的数学知识,重视课程资源开发,提倡数学学习方式的多样化,深化多元文化视野下的数学教育对于推进少数民族地区数学课程改革具有积极的现实意义。此外,有关民族数学教育学的理论体系的建立及实践探索也是必须涉及的一个重要方面。     

ARMED NON-STATE ACTORS IN AFRICA AND THE BAN ON ANTI-PERSONNEL LANDMINES

A truly universal ban on anti-personnel mines cannot be realized without engagement of armed non-state actors and armed groups operating outside state control, including rebels and national liberation movements. Events after 9/11 have complicated engagement with organizations that can be classified as ‘terrorists’. Yet, the use of anti-personnel landmines itself can be viewed as an act of terrorism and African leaders have, on various occasions, classified the use of landmines and the presence of unexploded ordnance as engendering insecurity and a serious impediment to development. The success of a total ban ultimately depends upon ensuring that armed non-state actors act in accordance with international humanitarian law. The Geneva Call Deed of Commitment for Adherence to a Total Ban on Anti-Personnel Mines and for Cooperation in Mine Action (DoC) might be described as an alternative instrument to the Anti-Personnel Mine Ban Convention and can serve an important and impartial channel of communication with non-state actors. Already 18 armed groups in Africa have signed the Geneva Call DoC.     

Insurgency in amber: ethnic opposition groups in Myanmar

Multiple ethnic insurgencies have existed in Myanmar since independence. The military junta's response has been extremely brutal at the tactical level, but has shown some political astuteness at the strategic level, with a series of ceasefires with most of the ethnic groups. Despite these ceasefires – most of which have resulted in the continued existence of quasi-independent armed groups – other ethnic movements have continued their armed operations. The overall strategic picture is one of stalemate, with the ethnic movements continuing to exist, but with few realistic prospects of expanding their operations.

本文研究和探讨了民族地区女性受教育的现状及对策,以期促进民族地区人口素质的提高,和谐新疆的构建和全面小康社会的实现。     

Women combatants and the liberation movements in South Africa

This article examines women's role as combatants in national liberation forces in South Africa. Three categories – guerrilla girls, combative mothers and the in-betweeners – are introduced to underscore the varied ways in which women have participated in combat within the national liberation movements. Factors such as age and one's ability to leave the country affected whether women could participate in combat as ‘guerrilla girls’ or if it limited them to fighting apartheid violence from home, or if there were women who can be defined as having fallen somewhere in between these categories. These categories are used to theorise women's combat roles in the anti-apartheid struggle, thus broadening and challenging the dominant notions of combat that often hide women's contributions in war. In this regard, different periods of struggle, physical location, as well as age, determined the methods of activism available to men and women.     

新疆少数民族大学生学习心理状况调查研究

本研究以"中国大学生学习性投入调查问卷"(NSSE-China)为工具,对新疆8所高校的少数民族大学生的学习动力、学业成就期望、专业兴趣、学习快乐感、学习意义感进行了实证研究,总体揭示其在学习心理状况上的表现情况。结果显示:新疆少数民族大学生的学习动力并不乐观;学业成就期望有待提高;专业兴趣并不理想;学习快乐感和意义感有待进一步改善。本研究针对以上问题对进一步改善新疆少数民族大学生学习心理状况提出具体建议。     

Friend or foe? The Cyprus Police Force and the EOKA insurgency

This article examines the ambiguous role played by the Cyprus Police Force during the Greek Cypriot insurgency against Britain between 1955 and 1959. A multiethnic force policing a multiethnic society, the CPF struggled to fulfill its duties. Greek Cypriot officers became ineffective as sympathy for, or fear of insurgents undermined their ability to function. Some collaborated, others resigned. Those who stayed became targets of their own people. Turkish Cypriot officers, recruited in greater numbers to compensate for a reduction in Greek Cypriot officers, worked to enforce the law, but exacerbated intercommunal relations in doing so. In spite of the peculiar conditions present in Cyprus, the case has valuable implications for contemporary policymakers on the vulnerabilities inherent in the use of local police forces to restore law and order in ethnically divided societies.     

新疆少数民族教育政策的发展历程研究

新中国成立以来,党和国家采取了一系列特殊政策和措施,促进民族教育事业快速发展,取得了举世瞩目的成就,为各少数民族培养了数以百万计的各级各类专业人才。本文对新中国成立以来的新疆少数民族教育政策作了分阶段的梳理,总结了民族教育政策的发展变化及特点,并结合当前民族教育政策存在的问题,提出了完善新疆少数民族教育政策的对策建议。
