几类特殊多叶函数的极值点和支撑点

设S(p,α)、C(p,α)及K(p,α)分别表示α阶的p 叶星像、凸像和近于凸函数族。本文对这些函数族的支撑点和S(p,α)的从属函数族的极值点和支撑点进行了研究,推广了Grassmann 和Perera 等人的结果。     

System availability in a gamma alternating renewal process

We measure the effectiveness of a repairable system by the proportion of time the system is on, where on-time and off-times are assumed independent and both gamma-distributed. This measure is helpful for system planning and control in the short term, before the steady-state is reached, and its mean value is intermediary between instantaneous and steady-state availabilities. 目前,我国城市消防远程监控系统建设工作已经全面推广,该系统在运用市场手段推进消防工作社会化,提高城市预防和抵御火灾综合能力,提高消防部队快速反应能力、单位消防安全管理水平、消防监督执法效率和消防社会化水平等方面具有十分重要的意义和作用。由于系统主要由中介组织运营,进一步规范中介组织的法律地位和责任,引入市场竞争机制,逐步拓展其服务项目,不断研发新技术从而提高系统的可靠性是当前面临和亟待解决的问题。     

建立新型消防勤务机制探索

随着经济社会的快速发展,消防部队的职能也正在由过去的单一灭火向多元化灭火救援发展,这就给消防勤务工作提出了研究的新课题,揭示了目前消防部队在勤务机制中遇到的警力严重不足、灭火救援骨干队伍薄弱、灭火救援训练效率不高、适应现代灭火救援作战的观念意识不强等突出问题,论证了消防勤务机制改革势在必行,并提出了应采取的四个方面的改革措施。     

信息系统体系结构设计中系统内聚度分析方法

系统的组成及其结构是体系结构中的一个核心元素,系统内聚度是评价信息系统体系结构的一个重要指标。以体系结构框架为基础,给出系统接口和系统功能的规范化描述。从功能和数据关系的角度,分别定义了系统功能内聚度和数据内聚度的计算方法,提出一种体系结构中系统内聚度的分析方法,并通过一个实例说明了方法的应用。该方法有助于规划系统和分配功能,提高体系结构设计质量。     

基于体系对抗仿真的装甲装备体系效能评估

针对体系效能评估中仿真结果数据的转化和聚合问题,提出采用效用函数方法加以解决。首先构建了装甲装备体系作战效能的层次化指标体系,在此基础上,引入效用函数对仿真数据进行转化,然后通过加权求和得到体系的整体作战效能和作战能力。最后,通过装甲装备体系对抗仿真和效能评估实例,说明了该方法用于解决体系效能评估问题的可行性和有效性。     

引入权重因子的证据合成方法

D-S理论是一种有效的不确定性推理方法,但在证据完全冲突或冲突较大时,D-S证据合成公式失效.Yager等学者对此作了改进,但是改进后合成公式又存在着新的问题.考虑到证据在合成过程中的重要程度不同,将权重因子引入到合成公式中,通过权重因子的作用和冲突概率的重新分配,提出了引入权重因子的D-S证据合成方法,新的合成公式提高了证据合成的可靠性和合理性,可得到更为理想的合成结果.     

Police Corruption: Towards a Working Definition

According to the International Committee of the Red Cross (ICRC) publication Interpretive Guidance on the Notion of Direct Participation in Hostilities under International Humanitarian Law, all civilians (including child soldiers) lose their immunity from direct targeting ‘for so long as’ their actions amount to direct participation in hostilities. All civilians can, however, access the revolving door of protection and return to their civilian activities – complete with full immunity from direct targeting – provided the nature of their direct participation was spontaneous and disorganised. Once it can be ascertained that their participation in hostilities amounts to continuous combative functions, they relinquish their access to the revolving door of protection, and can be targeted at all times until they abandon their formal or functional membership of the belligerent group. This piece analyses how the revolving door phenomenon and the notion of continuous combative functions apply in instances where civilian child soldiers are directly participating in hostilities.
