This paper argues that the crisis of electoral democracy in Zimbabwe and Cote d'Ivoire is a result of underlying structural and institutional deficiencies within national and regional multinational institutions. It assesses the extent to which they have been ‘enablers’ or ‘spoilers’ of electoral-based transitions to democracy. Yet it avoids generalisations of the security sector's involvement in political transitions. In terms of structure, the paper is divided into four sections. Section one will briefly discuss the theoretical perspectives of the election-democracy trajectory. It argues that although elections are a major variable for democracy, unless the ‘ecology of elections’ is conducive, elections may not be an instrument of transition to democracy. The second section analyses the militarisation of politics and the role of the security sector in aiding or stalling democratisation. Section three will assess the role of regional organisations such as the Southern African Development Community, Economic Community of West African States and the African Union in electoral-based political transitions in Africa. Lastly, the paper will discuss how the security sector and multinational African institutions can aid political transitions to democracy in troubled African countries.  相似文献

Frustrated by decades of authoritarian rule, political repression, economic mismanagement, poverty, soaring unemployment and other related injustices, the youth in Tunisia, Egypt and Libya rose up against the state, while Algeria and Morocco narrowly escaped the events of the so-called ‘Arab Spring’. This quest for political reform is an indication of a great collective shift that has the potential to reverberate throughout the African continent. However, to what extent can the youth succeed in bringing about the much-desired transition to democracy? This article focuses on the North African youth uprising and the quest for political reform in Africa. It examines the core issues of the youth uprising and the challenges to the attainment of political reform. A youth uprising can lead to genuine political reform if the major challenges in building new democratic forms of governance which can address economic disparity, protection of human rights, justice and security, can be overcome.  相似文献

This article proposes a case study of the multinational counterinsurgency operations that occurred in China during the Boxer Rebellion in 1900–1, to provide a better understanding of the political and military dynamics specific to this type of mission. The study focuses primarily on the nature of the cooperation on the ground, the various national approaches to counterinsurgency, and the asymmetry of strategic approach between the Westerners and the Chinese. A discussion is also proposed, highlighting that combined counterinsurgency is not per se an obstacle to the unity of command, but that politically international coalitions create unique challenges to counterinsurgency operations.  相似文献

NATO burden sharing has become an especially timely issue in the past several years as a result of a number of factors, including Russian annexation of Crimea and destabilization of eastern Ukraine in 2014. This article argues that alliance unity among the great democracies of Europe and North America is indispensable to peace and stability on the Eurasian continent. A fractured NATO, and especially, a large divide in purposes or commitments as between the United States and its European security partners, invites aggression and the possibility of inadvertent escalation. Past successes and failures in US-involved multinational peace and stability operations, within and outside of Europe, show that mission accomplishment requires give and take, including the occasional acceptance of unequal costs and benefits among the members, in order to achieve peace and security objectives.  相似文献

ABSTRACT

The conventional wisdom about the 1992 US intervention in Somalia is that it was a quintessentially humanitarian mission pushed by President George H. W. Bush. This article challenges that interpretation, drawing on newly declassified documents. The Somalia intervention, I argue, was largely a pragmatic response to concerns held by the US military. In late 1992, as the small UN mission in Somalia was collapsing, senior American generals worried about being drawn into the resulting vacuum. Hence they reluctantly recommended a robust US intervention, in the expectation that this would allow the UN to assemble a larger peacekeeping force that would take over within months. The intervention ultimately failed, but the military learned useful lessons from this experience on how to achieve smoother UN handoffs in the future and thus effectively shift longer-term stabilisation burdens to the international community.  相似文献

Military operations increasingly require cooperation between agencies within the same nation, but also collaboration with security and military organizations internationally. Throughout history multinational military cooperation has often been an appropriate way to conduct major operations; national manpower and material resources are generally insufficient to address the demands of missions worldwide. The desire to optimize the use of scarce research and development and investment capabilities, the need for international legitimacy and political support, and the fact that today’s risks transcend national borders, have rendered multinational cooperation in the security domain unavoidable. With joint operations comes the requirement for multi-partner- and multinational information sharing. However, information sharing has both advantages and costs, and is subject to both enabling factors as well as barriers. This paper reflects on theories, both classical and current, as well as empirical case studies, to examine the pros and cons of multinational information sharing, and the factors that conduce or interfere with the transmission and the receipt of intelligence. The importance of a holistic approach and of learning lessons learned are two key lessons gleaned from the analysis, along with an emphasis on developing both the organizational and the interpersonal enablers of information sharing.  相似文献
