M/G/1(RVT,P(j))排队系统的另一分析方法及其应用

M/G/1(RVT,P(j))表示服务员具有随机长度休息时间(RVT)的、且一休息时间结束时有 j 个顾客等待的概率为 P(j)的、修正的 M/G/1 排队系统。我们用嵌入 Markov 链的技术已详细地分析过这一排队系统,这里提供另一分析方法。最后,应用这个排队系统的分析结果,对时隙 ALOHA 卫星公用信道的分组碰撞概率计算公式作了推导。

Performance analysis of queue length monitoring of M/G/1 systems

This study investigates the statistical process control application for monitoring queue length data in M/G/1 systems. Specifically, we studied the average run length (ARL) characteristics of two different control charts for detecting changes in system utilization. First, the nL chart monitors the sums of successive queue length samples by subgrouping individual observations with sample size n. Next is the individual chart with a warning zone whose control scheme is specified by two pairs of parameters, (upper control limit, d_u) and (lower control limit, d_l), as proposed by Bhat and Rao (Oper Res 20 (1972) 955–966). We will present approaches to calculate ARL for the two types of control charts using the Markov chain formulation and also investigate the effects of parameters of the control charts to provide useful design guidelines for better performance. Quantifying the performance effects of idle time utilization in multiserver systems

In many practical multiserver queueing systems, servers not only serve randomly arriving customers but also work on the secondary jobs with infinite backlog during their idle time. In this paper, we propose a c‐server model with a two‐threshold policy, denoted by (e d), to evaluate the performance of this class of systems. With such a policy, when the number of idle servers has reached d (<c), then e (<d) idle agents will process secondary jobs. These e servers keep working on the secondary jobs until they find waiting customers exist in the system at a secondary job completion instant. Using the matrix analytic method, we obtain the stationary performance measures for evaluating different (e, d) policies. © 2006 Wiley Periodicals, Inc. Naval Research Logistics, 2007.     

Into the black box? Technology sharing in major arms transfers and beyond

From the recipients’ perspective, arms transfers have, through the use of offsets, technology transfers, and industrial participation, become an opportunity to receive not only advanced weapons, but also technologies not otherwise available. How important are friendly relations for securing a military export order? To what extent do buyers demand advanced military or commercial technology and how are these demands accepted by the supplier? How does this influence smaller producers in relation to major producers? These questions are addressed by studying (a) the Joint Strike Fighter/F-35 by Lockheed Martin, USA, and the JAS-39 Gripen aircraft by Saab, Sweden, (b) the Medium Multi-Role Combat Aircraft competition in India for 126 combat aircraft, and (c) the Indian offset policy. In the final section, some long-term consequences are discussed.

基于改进遗传算法的平流层飞艇定点悬停控制(英文)

平流层飞艇定点悬停控制是飞艇应用领域的关键技术。该控制问题可以转化为非线性多目标优化问题来求解。遗传算法是解决现代非线性多目标优化问题的一种重要方法。但是基本遗传算法在解决定点悬停飞艇实际控制问题时,具有易陷入局部最优解、在遗传进化过程中随机性较强、搜索效率低下及耗时多等缺陷。通过借鉴并行遗传算法、模拟退火算法和向量评价遗传算法的基本思想,在基本遗传操作中添加切断算子和拼接算子,设计一种改进遗传算法来改善上述缺陷。仿真结果表明该方法是有效可行的。     

From the International Conference on the Great Lakes Region-led negotiation to the Intervention Brigade

The eastern Democratic Republic of Congo (DRC) has been characterised by chaos and insecurity for a number of years, but the rise of the M23 rebellion in 2012 once again highlighted just how dire the humanitarian and security situation is. For most of 2012, the crisis was addressed through negotiations between M23 and Kinshasa, mediated by the International Conference on the Great Lakes Region (ICGLR). However, 2013 marked the signing of the Peace, Security and Cooperation Framework Agreement (PSC Framework), and the United Nations Security Council's adoption of Resolution 2098, which contains the mandate of the long-awaited Intervention Brigade (IB). The PSC Framework calls on Kinshasa to implement substantial political reforms while also urging the neighbours of the DRC to stop interfering in its internal affairs. The IB is mandated to carry out targeted operations against the so-called ‘negative forces’ that operate in the eastern DRC. For now, hope of resolving this ongoing crisis hinges on the continuing ICGLR negotiations, the implementation of the PSC Framework and the success of the IB. However, there are critical questions about all of these processes that need to be answered and understood, as the expectations for these processes – especially in the case of the IB – are extremely high. Will the ICGLR manage to negotiate a peace agreement and will the IB succeed, or will they go down in history as yet another failure to save the eastern DRC?     

Force deployment and the production of security: Why is the united states in NATO?

Standard economic concepts of production and cost minimization subject to a production constraint are used to derive the conditions of optimal deployment of home and forward military forces for the production of home security. United States' participation in the NATO alliance is then analyzed in the context of a two‐ally (U.S. and Western Europe) optimal force deployment model of NATO. Next, U.S. force‐basing policy is adduced as an enforcement mechanism for the “transatlantic contract.” Lastly, statistical evidence on burden sharing within Western Europe, and the effectiveness of the U.S. contract enforcement policy, is presented.

Abstract

The Freemasons' Sword of State presented by Thomas, 8th Duke of Norfolk in 1730, a token made by the royal sword-cutler, freemason and swordbearer, George Moody, is described and illustrated. The sword's presentation is discussed, the gift is placed into its historical context, its iconography is assessed and the life of the manufacturer is examined. Two other relevant swords at Freemasons' Hall, London are also discussed.
