教师文化研究对教师成长具有重要的意义,探寻教师文化是什么,其最终目的在于指导教师文化研究。然而笔者发现当人们追问教师文化是什么的时候,实质上已经遮盖了现实教师文化的本真意义。同时,由于人们遵循的是一种从寻找"本质"到解释教师文化的思考路径,采用的是自然科学的"主客二分"的认知模式,追求教师文化认识的确定性和绝对性,这就容易导致对现实教师文化研究的遮蔽与遗忘,从而使教师文化研究陷入纯粹的形而上的思辩。  相似文献

This article contains a critical review of the literature on the economics of military affairs in Greece and Turkey as of December 1999. In particular, I review (a) arms race models; (b) models of the demand for military expenditure; (c) models measuring the economic impact of military expenditure; and (d) literature and issues related to indigenous arms production. The Sixth Review Conference of the Biological Weapons Convention (BWC) gave the future of biological disarmament new hope. It brought the BWC back closer to the core of multilateral efforts to combat the weaponization of disease, agreed to an intersessional work program for 2007–2010, created an implementation support unit, and revived the interrupted process of BWC evolution through extended understandings agreed at review conferences. However, its aims were deliberately modest. Having set their sights realistically low, delegations did not have to lower them much further. What was most important was to prevent U.S.-Iranian acrimony from paralyzing the conference. With deadlock once again narrowly averted, the conference had to clear away the debris left from past dissensions in order to open the way to constructive evolution for the treaty. In particular the conference avoided contentious subjects such as permanent organization and verification measures for the BWC; its institutional deficit and compliance problems remain. Successes and limitations of the conference are analyzed, as is its equivocal outcome on confidence-building measures. Developing on the endogenous principle, the BWC will continue to need constant attention. At the center of a complex edifice, the BWC must be kept sound, strong, and solid.  相似文献

Abstract

This paper explains and assesses the UK experience with determining prices and profitability for non-competitive defence contracts. Three periods are considered, namely pre-1968, the 1968 Profit Formula Agreement and the changes introduced in 2014. Two cases of ‘excessive’ profits were major determinants of the 1968 Profit Formula Agreement; but continued dissatisfaction with the 1968 Agreement led to changes in 2014. The historical overview of UK experience provides a basis for understanding current UK policy and offers insights for other countries facing similar policy challenges. A critique is presented of UK policy on single source pricing and profitability.  相似文献

The 1981 Defence Review undertaken by John Nott as Secretary of State for Defence controversially and dramatically cut the capabilities of the Royal Navy’s surface fleet. Many of those involved in these decisions have emphasised the budgetary and politico-strategic drivers for these reductions in capability, and the first generation of academic analysis has broadly followed this position. However, recently released government and private archival sources demonstrate that Nott’s review was initially much more severe than thought, and that this was due as much to the presumptions and assumptions of the key decision makers as to any strategic or budgetary factors.  相似文献

The 2005 Review Conference of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) failed to produce any agreed action plan for addressing nuclear disarmament or proliferation. Detailed discussions and negotiations on such a plan were much curtailed because of procedural wrangles. This article describes the evolution of the conference and argues that changes in the international political environment and problems inherent in the revised NPT review process agreed at its 1995 Extension Conference contributed to the meager outcome. The main issues raised by delegations in their plenary statements, working papers, and the limited time available for interactive discussion are summarized, and three perspectives are offered on the reasons for the lack of any substantive product. Finally, the implications of that failure for the NPT, its review process, the wider regime for international nuclear governance, and nuclear disarmament, nuclear nonproliferation, and the peaceful use of nuclear energy are examined.  相似文献

African states' attendance at and participation in the preparations for the 2015 Review Conference of the Parties to the Treaty on the Non-proliferation of Nuclear Weapons (NPT) has produced mixed results, with the continent acting as both agent and bystander in respect of certain issues. African agency is evident in, for example, its position as a member of groupings on Iran's nuclear weapons programme and the Middle East Nuclear Weapons Free Zone. Less agency is evident in states' individual actions. This underscores the importance of African states' preference for multilateralism. However, African agency is also less evident in African multilateral efforts at the NPT preparatory meetings. The impact of these developments on the 2015 NPT Review Conference is too soon to tell but may bode ill for African agency.  相似文献
