Through constructing the national utility function, the essay has probed into the process which gives rise to the impetus to the country＇ s practice of the institutional change of the civil-military integration and concluded that the decrease of the national utility is the incentive to the country＇ s pursuit of institutional change. Taking the country as the main part, this paper has also analyzed the profit and cost of the institutional change of the civil-military integration, as well as the precaution against the cost.
