| 摘 要： | 由于历史原因，海峡两岸虽在同一国境内，却赋予了应属国内人口流动的人员往来以“出入境”的含义，并实行各具特色、各有所长的出入境管理制度。对海峡两岸人员往来的管理进行比较，在理论与实践上有其现实意义。

| Abstract: | There is only one China in the world, which includes both the Mainland and Taiwan. China＇ s sovereignty and territorial integrity allows for no separation. Before the unification, however, lots of difficulties will be encountered as the result of the difference of the immigration control system between the straits created by the 1949 civil war. Consequently, it is of immediate significance both in principle and in practice to compare the two systems to provide an overview. |
