| 摘 要： | 从边防检查机关与航空公司在出入境边防检查工作中的关系着眼，提出了在边防检查机关与航空公司之间联网对旅客资料信息进行预录预检的构想，论述了在此关系框架下实现联网的必要性与可行性，以及联网工作的具体实施和实现联网后所应注意的问题。

| Abstract: | Based on the relationship between the inspection authorities and the airlines, this paper proposes to build a network connecting them and using the network to pre - record and pre - check the passenger information. This paper also elaborates the necessity and the feasibility to realize the network between the inspection authorities and the airlines, and the implementation and issues afterwards. |
