| Abstract: | The establishment of the humanism-oriented, comprehensive, compatible and continuable arm construction achievement notion is the basic guarantee for the implementation of scientific arm development in the new century. There exist some slips in the arm construction achievement intention. It is necessary to rectify and adjust the wrong ideas by the concept transforming, the grass rooted oriention, ability elevation and system regulation. |
