| Abstract: | The right of discretion of fire administrative penalty is the core of the enforcement of fire laws.This paper explains the concept of the right of discretion of fire administration and discusses its necessity.The paper also analyzes the problems with it as well as the causes behind them.The control of the right of discretion of fire administration is discussed to insure the smooth operation of this right. |
