| Abstract: | First, this paper introduces a framework of social system operation theory(SSOT). Then, the organizaton state of social system and the function of policy in its self-organization are discussed by making use of SSOT. Based on the analysis of the advantages and disadvantages of different types of economic system, several key points to improve policy-making in China at present stage are given finally. |
