学院设立基础研究基金的分析与思考

基础研究是以认识自然现象，探索科学规律，获取新原理、新技术、新方法为主要目的的研究活动。基础研究目前已经成为学院科研工作的短板。设立基础研究基金可以培育高层次项目，培养中青年人才，促进重点学科发展，加快重点院校建设。对学院设立基础研究基金的必要性和可行性进行了探讨分析，并且给出了可供操作的基本设想。

Basic research is a kind of research activities with the primary purpose of understanding natural phenomena, and exploring scientific laws, having access to new principles, new technologies, and new methods. It has now become a short board in the research field of the college. To set up basic research fund can nurture high - level projects, train young talents, promote the development of key disciplines, and accelerate the building of key institutions. This paper aims at exploring the basic idea in its necessity and feasibility of establishing basic research fund.
