| 摘 要： | 在社会转型阶段,坚持以矛盾的发展为线索,努力在微观层面做好人民内部矛盾的预防、控制和化解工作,对于构建和谐社会具有重要意义。加强社会基础性建设,从源头上预防矛盾的产生;把握矛盾的发展动向,努力控制矛盾升级;提高协调处理水平,确保矛盾化解的质量。
