| 摘 要： | 国民党自1928年北伐胜利到1949年撤退台湾,掌握全吲政权达20余年,积存有巨额的金银外汇,特别是1948年8月19日颁布<财政经济紧急处分命令>后,宣布实行改革币制,废除法币,发行金圆券,并强迫收兑民间的金银外汇.
