沿海船舶边防治安管理立法问题研究

沿海船舶边防治安管理是维护海上治安秩序稳定的重要手段。为加强海上治安管理,需要通过立法活动赋予公安边防机关特殊的执法权,并以此规范公安边防行政执法活动。分析沿海船舶边防治安管理立法概况及其存在的问题,提出完善沿海船舶边防治安管理立法的建议。

On the Legislative Issues of Public Security Administration of the Border Control Forces for Offshore Boats

Public security administration of the border control forces on maritime boats and ships is an important way of maintaining order at sea. Given the special characters of public security administration at sea the border control forces should be authorized to enforce special regulations. Therefore,the research on legislation is necessary for improving the public security administration of the border control forces. The article analyzes regulations especially some regulations made by them Ministry of Public Security and the provincial governments. The article finds some faults about those regulations while providing some advice,hoping to improve legislation on public security administration of the border control forces.
