| Abstract: | TOT means training of trainers. It is the innovation adult education Mode developed by the European Union. By analyzing the TOT model, this paper suggests cultivating the police masters in terms of the ideas, methods, management and evaluation with the objective and requirement of cultivating the police in China. |
