| 摘 要： | 政府采购制度在部队中尚属新生事物 ,建立健全政府采购制度已成为当前后勤改革中的一项紧迫任务。在部队中推行政府采购制度是提高部队财务管理水平的必然选择。部队政府采购制度的构建 ,要从部队实际出发 ,与国家采购制度相适应 ,进行网络建设、人才培养 ,在加强监督管理的同时加大政府采购预算编制的力度

| Abstract: | The system of government purchase is still a newly emerging thing in the army. It is an urgent task to reform the service department to set up a sound system of government purchase. It is also an inevitable choice that we employ such system when we improve our level of financial administration in the army. The construction of the system should match the system of the State purchase, and start with the reality in the army. We should form the network, train professional personnel, conduct the supervision at the same time with putting more attention to the budget. |
