| Abstract: | This paper develops the theory of a clear and honest culture of the public security forces by using politics,the new system economy,statistics,the metrology and the wooden barrel theory.The paper analyzes the logic of doing so in terms of the establishment,the education,pointing out proper ways of achieving this goal. |
