| 摘 要： | 从理论和实践方面分析了消防行政强制措施的性质,理清了消防行政强制措施与消防行政处罚之间的关系,认为消防行政强制措施与消防行政处罚决定是两个独立的具体行政行为,消防行政强制措施不是消防行政处罚的法定程序。

| Abstract: | This paper makes some theoretical and practical analysis of the nature of fire compulsory measures and clarifies the relations between the fire administrative measures and the fire administrative punishment, pointing out that they are two independent administrative actions and that the fire administrative compulsory measures are not legal procedures of the fire administrative punishment. |
