| 摘 要： | 重大火灾隐患的判定,是公安消防机构实施的行政确认行为。重大火灾隐患判定和重大火灾隐患整改方案的确定,与隐患单位的利益密切相关。因此,在重大火灾隐患判定中引入听证程序,无论对于规范消防行政执法权、保护隐患单位的合法权益,还是提高消防行政执法效率都具有重要意义。

| Abstract: | Determination of major fire potential is a kind of administrative confirmation by public security institutions for fire control.Rights and interests of entities with major fire potential have a close relationship with a confirmation and rectification program of major fire potential.Therefore,the introduction of hearing procedure into the confirmation of major fire potential is of great importance as to restrict fire administrative power,protect legal rights and interests of entities with major fire potential and enhance the efficiency of the law enforcement by public security institutions for fire control. |
