The Brief Analysis of Value Conflicts in Public Policy in the Course of Building a Harmonious Society and the Equilibrium among Them

In practice,the main factor that a government takes into account in public policy making is utilitarianism,which is based upon the principle of interest.But such a pattern of policy-making cannot solve the problem of value conflicts in public policy making in the course of building a harmonious society.One of the important tasks of constructing a harmonious society is to carry research into how to do better at putting the fundamental principle of harmony into practice,find the equilibrium among the conflicting values and constitute a harmonious structure of pubic policy values.This paper tries to solve the problem of value conflicts of public policy in the course of building a harmonious society by seeking balanced solution.
