| Abstract: | The problem of “3 Non -licensed vessels” existed for a long time, and the causes are complex. Based on the practical situations of our vessel administration and ocean resources exploitation, objective analysis has been made to improve the current enforcement manners. We should enhance the administrative instruction, reduce or relieve the administrative charge, as well as utilizing the self - constraining effect of the industry association. |
