| Abstract: | Based on the concept of the scientific development,against ubiquitous questions in building basic level units,a comprehensive analysis has been fully made in three aspects further development should be sought in the overall construction and the holistic advance of the basic level units;that more research should be made in planning as a whole and keeping balance and that greater efforts should be made in maintaining innovation in the construction of basic level units.And the concept of scientific development is the guiding principle and the soul in directing the construction of the basic level units. |
