论公安消防部队综合应急救援队伍的组建

近年来,各级公安消防部队认真践行胡锦涛总书记提出的＂忠诚可靠,服务人民,竭诚奉献＂的总要求,在各级党委、政府的统一领导下,依法履行《中华人民共和国消防法》赋予的应急救援职责,为抢救人民群众的生命和财产做出了突出贡献,得到了各级领导和广大群众的充分认可。2009年国务院办公厅下发了《关于加强基层应急队伍建设的意见》,各级公安消防部队如何抢抓机遇,切实担当起综合应急救援队伍主力军的重任,对于促进消防部队全面建设和提高应急救援工作水平有着重大的深远意义。笔者主要从依托公安消防部队组建综合性应急救援队伍的重大意义、面临难题和工作对策三个方面作一思考。

The Thought on the Establishment of Comprehensive Rescue Forces Based on Fire Forces

In recent years,all levels of fire forces of public security have been implementing the principle of being loyal to the people,serving for the people,and being committed to the people by the General Secretary Hu Jintao.They have made great contribution to rescuing the lives and property of the people according to the Fire Law of the People＇s Republic of China and gained the recognition from the leadership and the public as well.In 2009,the State Council issued the Rules to Strengthen the Construction of Grass-level Emergency Forces,which is of great significance to promote the development of fire forces.This paper focuses on this construction in terns of three aspects： the significance of the establishment of comprehensive rescue forces,the problems and the countermeasures.
