| Abstract: | The Civilian officer is a part of government official organization. In order to protect the rights of civilian officers, the article point out the importance of realizing the necessity of establishing the civilian officer system, making clear their status and functions and the relationship between the civilian officer and the service officer, and definiting the lawful rights of civilian officers. |
