| Abstract: | The paper analyzes the urgent strategic transformation that the fire departments need to accomplish in our country. It also expounds how to choose the pathway of achieving strategic transformation, designing a national framework for emergency rescue system preliminarily, and discussing the primary task that the fire brigades confront after achieving strategic transformation. |
