| 摘 要： | “一线指挥部”在促进基层全面建设过程中发挥着重要作用。提高“一线指挥部”的职能水平，应当加强“一线指挥部”领导机关建设，增强其指导基层工作的科学性，充分调动各方面积极性，充分发挥基层两个群众性组织的参谋助手作用。

In order to improve the work function of ＂the command department in the forefront＂, it is necessary to strengthen the building of its leading organ, to strengthe the scientific nature in their work of guiding basic level, to brin adviser and assistant function of two masses organ in the basic level into full play. |
