| 摘 要： | 新颁布的《军队基层建设纲要》，充分体现了科学发展观的基本要求，反映了新形势下基层建设的客观规律，是新时期全面加强基层建设的基本准则和重要依据。新《纲要》更加突出了新形势下部队经常管理工作的地位和作用。因此，依据新《纲要》抓好经常性管理工作，是实现基层建设全面发展、和谐发展、安全发展的重要途径。

| Abstract: | The Essentials of the Basic Units Construction in Army which has been issued lately embodies the basic requirement of Scientific Outlook on Development. And it reflects the objective law of basic unit construetion in the new situation. It＇s the basic norm and important scientific basis for strengthening basic unit construction. It reflects the objective law of basic unit construction in the new situation, further emphasizing the role of the administration in army. So, according to the new Essentials of the Basic Units Construction in Army, it＇ s the most important way to realize the development of basic unit construction all - sidedly, harmoniously, and safely. |
